Parsons is the construction supervision consultant for a major infrastructure project in the UAE. The scope of work includes internal roads, external highway intersections, iconic bridges and other structures, electrical (HV and LV) networks, telecoms networks, potable water network, irrigation, water pump station network, fire-fighting network, sewerage network, storm water drainage network, street lighting and traffic signals, and gas network.

The Senior Structural Engineer provides a focal point for all structural issues throughout the construction contract by reviewing contractor’s submittals, responding to RFIs, ensuring timely reviews, visiting the site, attending the weekly technical meetings and leading discussions on structural submittals and issues, following up on non-conformances, and taking a lead role in ensuring the contractor complies with his approved structural submittals.

The Senior Structural Engineer supports adherence to the correct implementation of the project quality plan and quality procedures for all structural-related type works in accordance with the planned work on the construction site. The Senior Structural Engineer has an up-­to-date knowledge of best practices, international codes/standards and possess a broad knowledge and experience of construction works in large infrastructure projects/programs.

Job Responsibilities:
• Sets up and manages the review of contractor submittals for all structural aspects of the construction phase by verifying consistency of the contractor’s submittals with respect to adherence to the design criteria and required standards. Leads the responses on structure related RFIs.
• Takes a pro-active approach in resolving structural issues that may delay the construction schedule.
• Ensure contractor compliance with all applicable codes, regulations, and ordinances.
• Coordinates the schedule for contractor submittals for all structural works to maintain the overall construction schedule, alerts senior management of potential delays.
• Provide necessary technical support and design review/audit services to the senior management ensuring the correctness and quality of implementation of requirements.
• Keeps senior management informed as to changes made in the field to ensure timely processing of contract change orders. Assists in preparing change order documentation for structural components of the construction works.
• Maintains an overall knowledge of drawings, specifications, general contracts and time schedules.
• Leads the weekly technical meetings with the contractor on all structural aspects of the Works.
• Performs other responsibilities associated with this position as may be assigned.
• Ensures all structural reviews comply with internal QA/QC procedures.

Requirements

• Bachelor degree in Structural Engineering and 15 years of related work experience.
• Direct experience in road structures and water retaining structures.
• GCC experience.
• Large projects experience is preferred.

Skills/Competencies:
• Proven ability to perform in a lead capacity.
• Excellent written and oral communications skills.
