Employment: Full Time

Sourcing
• The main purpose of the role is to develop and implement suitable sourcing and recruitment strategies for Colas Middle East.
• To develop strategies to attract, develop and retain top talent. To lead and coordinate the end-to-end attraction, recruitment and development solution for graduate, student and other emerging talent populations across CME.

Training & Development
• To support the Regional HR Manager in the delivery of the CME training agenda.
• To lead and coordinate the talent development agenda.
• To lead and coordinate the vocational and occupational training, development and assessment agenda in CME.
• Build a centre of excellence that can act as a guide to businesses and that provides fit-for-purpose and world-class training solutions across CME businesses.

Key Accountabilities / Actions
• Attraction, recruitment and development.
• Audit current practice across the businesses; highlighting areas of strength and weakness. Benchmark internal activity against ‘best in class’ in the external market.
• Build and maintain learning contracts within the: emerging talent population, the vocational and occupational training framework.
• Build strategic partnerships and relationships with appropriate educational establishments / training bodies, including the development and implementation of mechanisms to raise the profile of Colas and the construction industry.
• Co-ordinate an end-to-end recruitment and development Trainee programme.
• Develop a consistent and attractive employer brand proposition for the ‘emerging talent’ market and shape a coherent attraction, recruitment and development process that provides a positive talent experience.
• Develop and facilitate the utilisation of best practice recruitment and selection tools and techniques including assessment and selection centres for the emerging talent population and development of centre best practice.
• Develop and manage a database of emerging talent to calibrate performance and track progress to assure the quality of attraction, selection and development solutions.
• Develop and manage commercial relationships with external suppliers providing value for money and ensuring that solutions are high quality, consistent and get results.
• Develop, implement and manage a leadership development programme in the emerging talent population.
• Ensure that e-learning is factored into the Emerging Talent agenda.
• Ensure that there is clarity of strategy and responsibility between ‘emerging talent’ and the wider talent population.
• Establish and measure performance against relevant KPI’s.
• Lead and direct the Emerging Talent agenda and provide a first class service throughout the business.
• Develop plan to ensure Omanisation Targets are met within agreed time frame.
• Provide a framework for the mentoring of the emerging talent population.
• Provide expertise on all aspects of attraction, selection, induction, development, placement, assessment and talent audit of the Emerging Talent (including graduate and student) population.
• Provide specialist training and expertise to the wider HR community and to operational managers in order that they may be fully involved in the recruitment and on-going development / management of emerging talent.
• Analysing and identifying the appropriate methodologies to deliver effective training across CME.
• Build a database of and partnerships with preferred suppliers.
• Coordinate the PCDR appraisal model and develop/facilitate a framework for the utilisation of PCDR’s as a performance development tool.
• Create pathways and processes to support networking and the sharing of best practice knowledge and expertise throughout CME.
• Design and develop training and development programmes based on both the Company\'s and the individual\'s needs.
• Design career development for all positions and identify and implement career development for each employee.
• Develop and facilitate policy, procedures and tools for succession planning and management to include secondments and project assignments.
• Devise a training and development strategy for CME.
• Establish and manage a training advisory support network throughout the business.
• Facilitate the delivery of an end-to-end recruitment and development solution for apprentice joiners and work with the business to ensure delivery of this.
• Identify core competencies of the workforce. Deploy competency mapping within the Company.
• Keep up to date with developments in training and having an understanding of e-learning techniques.
• Lead the analysis and auditing of training needs.
• Lead the vocational and occupational training, development and assessment agenda in CME, providing a first-class service to all.
• Manage relationships with functions across the business in the development, delivery and assessment of functionally specific programmes.
• Provide coaching and facilitation to business and functional teams as appropriate

Requirements

• Appropriate professional qualification.
• Graduate degree.
• Minimum 7-10 years’ experience in a corporate multinational environment.
• Experience of building relationships with external providers.
• Strong knowledge of training needs analysis techniques, driving a training agenda and working with external suppliers to deliver results.
• Problem solving skills.
• Strong negotiation skills.
• Ability to work with operational teams to understand real training priorities.
• Ability to plan and deliver own workload with limited supervision.
• Ability to motivate to maximise best practice.
• In-depth knowledge of graduate & student level recruitment and development practices and experience of delivery in more than one environment.
• Ability to appeal to/connect with young talent and targeted educational establishments.
• Passion for learning, development and supporting others to achieve their potential.
• Ideally CIPD qualified.
• Ideally organisational psychology background.
