Job description / Role

Employment: Full Time

JOB PURPOSE:

GCAA accepted Post holder as per field experience. Ensures all necessary resources are available to accomplish all operation and maintenance in accordance with approved GCAA regulation, ensure all operations and maintenance system activities can be financed and carried out to the standard required and ultimately responsible for operational standards and compliance with the HSE & relevant GCAA regulations and guidelines. Includes financial authority, delegated to him to carry out any necessary work or implement any necessary changes to ensure the safe continued operation of Aerodromes Authority extends to the suspension of any or all activities at the aerodrome until work is completed or changes implemented.

. KEY ACCOUNTABILITIES:

Job Specific Accountabilities

Manages staff / resources to ensure compliance to airside safety standards and recommended practices in accordance with company / applicable GCAA laws and guidance with any other relevant publications.

Coordinates, supervises and control of resources during emergency incidents, aircraft salvaging and adverse weather conditions. Monitors the developments and implementation of safety, security and quality management system.

Chairs the Safety Management System Safety Committee. Ensures best practice operational and engineering standards, rules and procedures are agreed and implemented. Directly accountable to the site management for the effective operation of the safety management system. Operates and maintains the aerodrome and its services and facilities in accordance with the requirements of applicable GCAA regulation.

JOB DESCRIPTION

Ensures that full consideration is given to the safety and integrity of changes in the aerodrome's organizational structure and business process. Ensures the site management is provided with sufficient information in a sufficiently timely manner to enable it to fulfil its safety and security responsibilities and to be satisfied that the stated quality policy of HSE/QA is being followed.

Identify / preparing budget requirements. Manages and controls the allocated budget, executing purchasing requests accordingly to ensuring that all required resources and management tools are available to support the Aerodromes.

Establishes procedure for initially assessing and maintaining the competence of personnel required to operate and maintain aerodrome services, equipment and facilities, in line with company HSE and GCAA applicable regulations. Manages performance, tasks and appraisals of all personnel and updates the same in HCM.

Guides, directs and supervises subordinates to ensure they work to their best potential and contribute effectively as a team. Works in line with HSE Policy, and ensure awareness and compliance of HSE rules and regulations by subordinates.

Ensure work requests are issued on time for all maintenance works and that they are executed and closed. Issue work permits and JSA whenever required.

Generic Accountabilities Management

Plan and supervise the activities of the personnel and resources of the Section to achieve the Department objectives in an efficient and cost-conscious manner while ensuring implementation of approved operational plans for the Section in line with Department objectives.

Develop the knowledge, competencies and innovative spirit in the Section and support the establishment of Personal Development Plans (PDP's), Succession Planning and Talent pipeline within the Section in coordination with the Human Capability Group to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.

Budgets and Operational Plans

Compile and provide input for preparation of the Department budgets and regularly monitor expenditure against approved the Section budget levels.

Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.

Policies, Systems, Processes & Procedures

Lead the implementation of approved Section policies, processes, systems, standards, procedures and internal controls in order to support execution of the Department work programs in line with Company and International standards.

Performance Management

Implement the Company Performance Management System for individuals within the Section in accordance with Company approved guidelines and continuously monitor the achievement of the Section KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card.

Organization Structure and Development

Review, develop and recommend the appropriate organisation structure for the Section that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.

Innovation and Continuous Improvement

Encourage innovation, enhance employee motivation and support initiatives for implementation of Change Management to continuously improve operations and services.

Propose improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Section.

Health, Safety, Environment (HSE) and Sustainability

Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Section in line with international standards, best practices and ADNOC Code of Practices.

Ensure adequate HSE training and induction for all Section employees to meet HSE standards.

Management Information Systems (MIS) and Reports

Prepare all Section MIS and progress reports to provide accurate and timely reports and necessary information to Company Management to effectively manage the business

COMMUNICATIONS & WORKING RELATIONSHIPS

Interna l

Regular contact with MLO regarding management of aerodrome Operational matters and with Airport team on routine day to day administration.

Frequent contacts with site management for asset management/administration/maintenance issues. Regular contacts with HSE&QA division for NM, BSA, incidents reporting SMS, safety meeting results.

Occasional contacts with Finance Division for Budget issues, with HR Division for Employee Relations and organization issues.

External

Regular contact with Aircraft operators on Operational issues/hold ups/changes.

Occasional contact with GCAA as required in the following areas: safety, standards, navigational and airspace issues and associated regulatory and AIP updates

Requirements

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification

Bachelor Degree in aviation management or equivalent discipline.

Minimum Experience & Knowledge & Skills

8-12 years of experience and Knowledge in Logistics / Transportation / Aviation Management with at least 5 Years in Senior Position.

Proficient in Arabic and English.
