JOB PURPOSE:

- The Piping Engineer supports the Lead Mechanical Engineer in piping technical activities. He/she is responsible for the quality and integrity of the piping deliverable of the facility and involves him-/herself with the day to day activities of the EC and the technical team by defining interfaces, resolving queries and interpreting owner requirements. He carries out these functions in close liaison with the appointed Engineering Contractor (EC) and Single Point Licensor (SPL) to ensure that these functions are executed smoothly and in line with project Key Performance Indicators (KPIs).

KEY RESPONSIBILITIES:

- Coordinate the piping designs and piping-related interfaces between the various PMT engineering disciplines, Operations Specialist, Technology Specialists/Consultants, SHE Specialist, Package Manager, Local Regulatory, etc by ensuring that the mechanical design intent and design basis is clearly defined and adhered to by all parties.
- Ensure all Consultant, Contractor and Licensors piping engineering work are implemented and completed in accordance with the scope, schedule and other contract requirements with quality of high standard and integrity.
- Provide piping technical input to review, respond, comment and approve, as necessary, piping specifications, special piping items datasheet, design clarification, calculations – stress and pulsation/ vibration, drawings and other design documentation prepared by Consultant, Contractor and Licensors for compliance to project requirements as well as for optimal design and technology implementation. Assist with the development; implementation and upgrading of pipe support systems in the form standard drawings backed by fabrication documentation.
- Monitor Consultant, Contractor and Single Point Licensor (SPL)/ Licensors piping deliverables are prioritized, developed, submitted, reviewed and timely responded to suit overall project requirements. Perform the monitoring and surveillance, design audits of Consultant, Contractor and Licensors piping engineering work in accordance with the establish quality system to determine adherence to established procedures, instructions, specifications, codes, standards and special requirements.
- Ensure that battery limit conditions and site interfaces are properly incorporated via approved Interface Documentation. Maintain piping risk and assumptions register. Evaluate at PFD and P&ID level whether existing line classes are adequate for the process conditions.
- Provide input in engineering design safety, operability and maintainability through participation in design review i.e. Ergonomic, 3D Model Review, etc and participating in other structured design review exercises such as Process Flow Diagram (PFD) and Piping & Instrument Diagrams (P&IDs) desktop reviews, Hazards and Operability (HAZOP) studies, etc. Follow-up and ensure that the piping study/review results and recommendations are properly incorporated into detailed engineering designs or design revisions.
- Participate in Value Improvement Practices and other discipline reviews including inter-disciplinary check of other discipline deliverables, etc and analyze available options to determine fit-for-purpose and cost effective technical solutions to be implemented.
- Provide input into ITB and RFQ's, screen bids and participate in evaluation and selections. Participate in evaluating bidders - contractor / licensor / vendor, technical capabilities and provide technical input during tendering exercise.
- Supervise, monitor, review and approve, where applicable, piping detailed engineering work to ensure that they are in conformance with applicable design engineering codes and standards, requirement of statutory and regulatory bodies, compatible with latest plant hardware and systems, process, operation and maintenance requirements. Perform wall thickness calculations and verification of wall thickness calculations to code requirements.
- Ensure all requirements by statutory bodies are complied with in the detailed engineering. Support regulatory co-coordinator by liaising with Consultant or Contractor to obtain the necessary design documentations for the purpose of obtaining regulatory approval.
- Coordinate/ manage piping Site Technical Queries (STQ) raised from site. Follow up to ensure that all field design changes are properly/ timely reviewed and approved by field engineering team.
- Provide support throughput commissioning of the piping facilities. Providing start-up and commissioning assistance. Addressing thermal expansion, pipe stressing and vibration difficulties encountered during the erection and commissioning of plant.
- Proper close out of the piping engineering work including contract closeout, develop post-implementation report, close out and lessons learned. Provide inputs and produce any reports as required by the project.

Requirements

EDUCATION REQUIREMENTS

- Bachelor’s or Master degree in related engineering discipline i.e. Mechanical Engineering, etc from a recognized university or equivalent qualification.
- Minimum 6 years of project engineering experience in oil, gas and petrochemical industry, supervising front end and basic engineering design. Experience working in execution phase of international project is preferred.
- Knowledge of piping Codes and Standards used in petrochemical / chemical Industries (ASME, ASTM, API, BS, NACE etc.) is required and knowledge in local Uzbekistan specification is preferred.
