Job Summary and Purpose

Ensure that the LPG, LNG and Sulphur ships are managed in a manner that is in line with industry standards and best practices and also meets requirements of Flag State, company policies and commercial requirements of various charter parties.

Accountabilities

Strategic Accountabilities:
• Contribute to the formulation of the divisional strategy in alignment with the Nakilat strategy, and support its implementation.
• Participate in translating the divisional strategy into annual operational business plans, and ensure their implementation, as well as follow up their progress, and take corrective actions when needed.

Key Accountabilities:

Management:
• Establish and continuously monitor operational standards of ships to ensure delivery of continuous, efficient and safe service to the customer.
• Provide marine operational expertise and advice with regards to operational matters. Assist with the assessment of operational risks.
• Deputize an incident commander to manage emergencies effectively.
• Represent the organization at meetings and other industry venues and share best practices of the company. Incorporate the best practices of other companies into Nakilat processes.
• Provide guidance and conduct port and terminal due diligence to ensure safe operations.

Operations:
• Monitor performance of the vessels against charter parties to ensure commercial interests of owners are protected. Prepare defense for performance and off hire claims.
• Conduct vessel audit on owned and chartered vessels.
• Review reports on all operational aspects of LNG, LPG and Sulphur loadings at Ras Laffan and unloading at discharge terminals including ship/shore interface efficiency, equipment performance, passage performance, equipment performance, crew and ship operation standards, ship condition etc.
• Coordinate with STASCO on matters of ship operation and SHEQ related matters.
• Monitor LNG bespoke developed emergency STS transfer with the third party service provider in conjunction with the charterers to be able to deploy promptly if required.
• Visit ships as required and instructed by the Chief. Develop reports on the upkeep, operational standards and effective management of vessels.
• Organize visits of the senior management to the ships. Show commitment to safety and regulatory compliance.
• Supervise the preparation and review of relevant records such as vetting inspection records.
• Ensure that inspections such as vetting inspections are held well in time so as to avoid complications.
• Ensure that OCIMF and SIRE records are up to date at all times by liaising with STASCO, joint owners and OCIMF.
• Identify gaps in training and conduct appropriate training programs as well as monitor their progress in consultation with the operations staff.
• Assist the Chief Operating Officer-Fleet in updating and reviewing a preferred agency list and in maintaining a database of agents.
• Ensure that operational issues related to ships are resolved amicably and quickly.

• Manage department staff and teams by overseeing their performance, recruitment, training and development to ensure high levels of engagement and competence.

• Contribute to managing change in own team by providing inputs and taking part in change initiatives, programs and projects that are aligned with the best practice.

Quality, Health, Safety, & Environment (QHSE):
• Oversee and ensure compliance to all relevant QHSE policies, procedures and controls across the Operations department to ensure that Nakilat provides safe, world class, secure and environmentally responsible service to customers, the public and its own people.

Budgets and Plans:
• Prepare the Operations department budget, and monitor its expenditure, while ensuring the optimal utilization of all available resources to protect Nakilat interest.

Systems and Processes:
• Develop the Operations department policies, procedures and system, and ensure their proper implementation to support achieving the different set targets and plans.

Others:
• Carry out any other duties as directed by the immediate supervisor.

Key Result Areas
• Establish and implement sound operational standards and practices.
• Monitor performance of the vessels against charter parties.
• Lead training gaps identification and subsequent training solutions.
• Prepare Departments budget an ensure cost and resources optimization.

REQUIREMENTS

Qualifications, Experience and Skills

Qualifications:
• First class marine degree or a degree in nautical science or any related field with marine/sea going experience in rank of Master. The rank of Master is equivalent to the position of individual business unit manager

Experience:
• 12 to 15 years of relevant experience including 5 years in a managerial role ashore and/or 3 years as senior officer on-board ships.
• Extensive experience in dry docking, refits and shipping projects.
• Excellent knowledge of international and national statutory requirements and awareness of current developments that relate to the marine operations and cargo handling aspects of the shipping industry

Job Specific Skills:
• Ability to conduct risk assessments
• Technical report writing skills
• Ability to conduct accident investigation, root cause analysis and provide recommendations and comprehensive reports
• Excellent auditing skills- Lead, SOLAS, MARPOL, ISM, ISO, ISPS and SOPEP
• Computer literate- Microsoft suite of products
