Job Purpose
• Manage the technical design management of wet infrastructure by providing project management and technical expertise in the planning, design, construction, and commissioning stages of the projects. Main purpose of this role is to carry out the following tasks in the capacity of DM Water:

• Involvement in the Technical design development and review of regional and primary infrastructure technical submissions for wet infrastructure prepared by the consultants during various stages of the project.
• Ensuring quality of design, documentation and effort is maintained by the consultants by providing appropriate review comments as per the end user requirements and applicable standards.
• Closely working with other stakeholders and attending regular meetings with the consultants in the development of the required technical deliverables.
• Responding to Design and Construction RFIs.
• Regular reporting on design, quality & progress against RSG requirements, deliverables & program.
• Participating in the design review process, including monitoring & assessing design outputs of numerous consultants to ensure timeliness, completeness and fit against the Employer’s requirements.
• Preparing and assessment of technical sections of RFP’s, Service Orders and Contracts.

• Follow all relevant functional policies, processes, standard operating procedures, and instructions to ensure that work is carried out in a controlled and consistent manner.
• Assist in the preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies, and standards.

Safety, Quality & Environment
• Apply safety, quality and environmental management policies, procedures, and controls to ensure employee safety, legislative compliance, delivery of high-quality products/service and a responsible environmental attitude.

Continuous Improvement
• Contribute to the identification of opportunities for continuous improvement of department’s systems, processes and practices considering ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.

Job Requirements
• Degree in Civil Engineering or equivalent degree recognized by the Saudi Council of Engineers (SCE) as the candidate is required to get a membership of SCE as part of the local regulations;
• Having a minimum of 10 years total experience; preferably the last 5 years in the Middle East in the wet infrastructure development domain;
• Significant track record of undertaking the design of wet infrastructure projects in a consultancy and familiarity with the commercially available hydraulic modeling software like Bentley and Infoworks as well as having knowledge of GIS;
• Strong Master Planning experience in Wet Infrastructure
• A strong background in the delivery of infrastructure projects (minimum 10 years of experience) focused on wet infrastructure both for consultants and as a client.
• Preferably hold a Chartered accreditation i.e., either CEng from ICE UK, CPEng from EA, working towards getting the Chartered status;
• Preferably able to use AutoCAD, ACC/BIM360, Navisworks, GIS and similar other engineering applications.
• Good knowledge of MS Office suite including Power BI

REQUIREMENTS

Job Responsibilities

Functional/Technical Responsibilities
• The Candidate will be responsible for the development of the design and technical documents of regional and primary wet infrastructure. Responsibilities include but are not limited to the following:

Review of Area Master DATA (AMD) received from the development team and carrying out the following tasks:
• Development of the utility demand calculations (UDC) for the wet utilities comprising of Potable Water, Wastewater, Fire Fighting and Irrigation.
• Sizing of the central utility compound plot that will be located within the proposed development. This includes determination of plots for the potable water pump station and storage tank, firefighting pump station and storage tank, irrigation pump station and storage tank and sewage lift station and sewage treatment plant.
• Working closely with other team members to holistically work out the (Central Utility Compound) CUC size which should also include requirements for power, solid waste and other utilities.
• Establishing utility plot requirements required outside of the CUC to be allocated across the development for the wet utilities’ infrastructure e.g., intermediate sewage lift stations, secondary irrigation tanks etc.
• Providing options regarding sourcing of potable and non-potable water as well as for the disposal of wastewater by utilizing the available authority liaison team.
• Development of Water cycle flow chart to assess whether there will be a shortage of the available water or conversely to determine if there will be an excess supply during the low demand periods.
• Development of an Infrastructure servicing strategy document presenting details of the proposed wet infrastructure including the details of the UDC and CUC.
• Providing input into the Request for Proposal Document for engagement of a Master Plan consultant.
• Participation in the development of the Concept Master Plan (CMP) Infrastructure Strategy document.
• Closely working with other stakeholders and attending regular meetings with the consultants.
• Travelling to consultant’s offices to resolve issues, attend workshops, providing comments into the final CMP report.
• The Design Manager is expected to provide guidance and technical leadership in overseeing the consultants works to ensure that the consultants include all the required information to develop a comprehensive CMP.
• Review and provide comments on the draft and final CMP documents.
• To pick up the comments on the CMP and working with the consultants in implementing them in the Detailed Master Plan (DMP) Infrastructure Strategy document if the comments are still open. The DM to ensure that the DMP is comprehensive and contains all the required information that could be used by the appointed Design Consultants in the subsequent stages of the design and for the tender documents.
• Review of concept, schematic and detailed design drawings and design reports of the wet utilities’ networks, pump stations, storage tanks, Desal/RO plants and STP etc. as per the company, KSA and international standards.
• Review of utility corridor cross-sections, utility rainbow drawings, 3D BIM Models etc. prepared by the consultant.
• Working under the Senior Manager in carrying out other miscellaneous tasks as required to support the project progress. Some of the tasks are noted below:
• Preparing technical presentations, Requests for Change, Variation Order etc.
• Development of concept sketches in AutoCAD and Adobe pdf.
• Performing high level design calculations to assess the feasibility of concepts.
• Able to perform concept to detailed designs of the wet infra systems
• Identifying risks both at project level and across the business and suggesting appropriate mitigation measures in consultation with other stakeholders.
• Providing response to the RFI’s on the typical construction contracts as well as for the PPP projects.
• Preparation of water and utility specific service orders under framework agreements and contracts
• Sustainability – Working with RSG sustainability team to contribute towards delivery of net zero carbon objectives.
• Health, Safety, Environment, Sustainability and Quality – ensuring the projects are delivered in accordance with RSG’s policies and standards and international best practice
• Identify and assist in the development of project procedures such as BIM requirements for infrastructure.
• Coordination with end users on the asset management and operational requirements.
• Management of the appointed parties, coordinating their activities and monitoring their performance and compliance with their scope.
• Provide input into value engineering and constructability workshops.
• Regular reviews on quality and risk management.
