Employment: Full Time

Our Client is one of the largest PMC company in the APAC & Middle East. This position covers the responsibility of managing/supervising the team of consultants; coordinating with different government agencies for necessary approvals; working with development partners and various EPC companies for successful execution of the project.

The incumbent must be well versed with power sector in Afghanistan, future investment plans and projects currently being financed by development agencies.

• Supervision, planning and coordinating construction and erection activities of project, through Project Managers (PMs) of EPC companies.
• Certify and undertake project and field works including project implementation plan proposed by the turnkey contractors, project security plan proposed by the contractors, review of overhead transmission line design, OPGW-design, installation, testing and commissioning of 500 kV and 220 kV transmission lines; route surveys and route approval procedures with related authorities; interface coordination with all related disciplines.
• Actively lead the review and updation of preliminary project cost estimates, list of materials, equipment, and works necessary to implement the projects, based on the results of detailed design undertaken by the turnkey contractors.
• Ensure that technical standards applicable for the project transmission system and Regulations on Grid Connectivity, Metering, Construction of Electrical Plant and Electric Lines, Grid Standards and Safety are adhered to. Projects of this scope would follow international standards, and the National Grid Code. ISO recommendations shall govern the quality of project components, including design, engineering and plant fabrication, testing and commissioning. It will be necessary to take into account the need for compatibility with the National Grid.

Requirements

• Preferable Senior energy economist or electrical engineer or higher degree from an accredited university/college
• Minimum 20 years of relevant experience managing power high voltage power transmission lines projects in various countries with at least 10 years experience will be in developing countries.
• Experiences in Afghanistan and other post-conflict environment are desired.
• A thorough understanding of power systems management and project delivery
