About the job

JOB PURPOSE:
The Dispatching Officers is in charge of applying the operational policy defined in accordance with the Operation Direction. He/She has to manage the dispatching of all staff member.

RESPONSIBILITIES/DUTIES
- Assists the Planning Manager in his duties.
- Assigns human resources for the sake of optimization
- Respects the legal rules relating to working conditions.
- Allocates human resources in line.

Advises managers in their decisions on service coverage:
- Manages the Permutations, Recoveries, Training, Meetings
- Manages the leave requests.

Ensures the coverage of services:
- Adapts the necessary human resources.
- Insures equitable distribution of services according to the shifts.
- Promotes a calm and motivating work atmosphere.

Ensures the HR management:
- Establishes schedules & roosters and updates them at the end of each month (payroll).
- Establishes a state of holidays validated by the operation at the end of each month.
- Applies the process of HR management (leave, overtime, kinness, absenteeism, training).

Meets the needs of employees:
- Manages permutations and complex service changes.
- Promotes a calm and motivating work atmosphere.
- Place the reserves as well as.
- Ensures to inform the managers & middle managers of each issues with a staff member.
- Establishes delay report and sents to HR department and Planning Manager.
- Ensures relations with the various services (maintenance, operations, customer service, quality and HR teams).
- Prepares and deploys corrective actions plans following performance analyses (including service reability analysis, performance, service regulation calculation, planning staff, roster scheduling and timetables preparation).
- Informs the different calendar tools on time for operations (for instance : OGT or equivalent, MMS) and ensures the link with planners and all staff members.
- Provides all information in order that the Planners analyze the traffic and the revenues analysis in other to prepare adjusted timetables and the training to be prepared and managed.
- Guarantees operational KPI targets of the line are met.

Requirements

Qualifications:
- Bachelor degree of any related discipline.

Knowledge:
- Good English drafting skills for preparing the modules/procedures.
- Drafting operation rules & procedures
- Drafting training documentation
- Management skills
- Communication skills (Oral and Written)

Experience:
- 2-4 years of related work experience as site administrator, site HR would be preferred.
