Essential Roles and Responsibilities

- Ensuring HSSEQ goals, objectives and targets are met through personal leadership and involvement.
- Safe delivery and handover of the Project to the Owner, sustainably, safely, on time, within budget, ensuring that a quality product is produced that represents 'best value' for the Owner and their Stakeholders.
- Establish and work within corporate and Project specific Project Controls procedures.
- Support the Planning Manager to manage the Project.
- Ensure that the Project Schedule and Cost targets are efficiently managed, and that adequate Project Controls are in place.
- Ensure accurate measurement and reporting of all key Project Controls measures, produce, and maintain Project business plans and reports, including s-curves, histograms, etc.
- Support the Planning Manager / Project Controls Manager in all functional deliverables.
- Champion the Project Safety culture, behaviors, and engagement activities.
- Identifying, evaluating, and resolving Planning issues during the FEED, EPC Contract phase.
- Review the FEED and EPC Contractor's Work Breakdown Structure (WBS) to assure compliance with the contractual scope of work to be used while preparing the total Project scope, Project coding, Project schedules and cost reporting.
- Develop Progress Measurement system for Licensor's scope of work
- Develop and maintain detailed Licensors Schedule
- Review FEED, EPC Contractor's proposed measurement system and weight factors.
- Review the FEED and EPC Contractor work schedule and ensure that the sequence and logic used is correct for Engineering, Procurement, Construction, Pre-commissioning, Commissioning, Start-up, and Performance Testing.
- Reviews, monitors, and controls costs, schedules, deliverables, programs, progress and productivity.
- Monitors through appropriate and periodic checks, FEED and EPC Contractor's performance against the work program, deliverables, drawing indices and milestones, by examination and analysis of their progress documents against progress reporting systems set out in the FEED and EPC Contract.
- Develop Progress Report (Daily, Weekly, Monthly)
- Reviews and approves FEED and EPC Contractor Monthly Progress Report and highlighted areas of concern, recommended corrective actions and any other relevant aspects of the Project, which have an impact on cost and/or schedule and to verify that data reported by the FEED & EPC Contractor reflects actual Project progress status.
- Reviews and approves FEED and EPC Contractor's physical progress as a basis for progress payments to the EPC Contractor.
- Verifies FEED and EPC Contractor's requests for payments, including the required supporting documents and achievement of milestone events and certifying their entitlements for payments accordingly. Ensure that adequate information is supplied to verify progress claims against milestones and invoices submitted including calling for further information to substantiate progress claims, where necessary prior to payment by the Owner.
- Performs trend analysis on both schedule and cost for early identification of potential deviations and advises the Owner of their implications.
- Evaluates FEED and EPC Contractor's Change Orders and claims for any engineering, equipment, material and Construction extras as well as schedule extensions, with recommendations to approve, modify or reject.
- Prepares regular progress reports addressing cost and schedule trends, productivity and corrective actions taken.
- Prepares regular executive summary Project status reports for Owner and PMC Management.
- Presents status reports to Owner and PMC Management as and when required at the locations where Services are performed.
- Reviews Project Control procedures developed by the FEED & EPC Contractor as part of their activities to ensure adequacy to the required level of control required by Owner.
- Participates in the close-out of the FEED and EPC Contracts.
- Structures and approves the timely payment of the FEED and EPC Contractors.
- Reviews all necessary cost and schedule trending and reporting functions and ensures that the FEED and EPC Contractor performs such activities related to the Project execution of the following requirements:
- Ensures the raising necessary documentation as per Project approved procedure for Change Orders covering any changes in scope.
- Ensures the execution of EPC Contractor scope of work according to the Project Contract Price and Terms & Conditions.
- Maintains up-to-date registers documenting status of Change Orders as per the approved procedure.
- Ensures the inclusion of cost and schedule trends prepared by the FEED and EPC Contractors in formats approved by Owner as part of the Monthly Progress Report.
- Maintains records of associated cost for each Change Order.
- Reviews, comments and approves the FEED and EPC Contractor's cost report and cash flow.
- Maintains Risk Assessment Register
- Maintains Change Management Register.

Requirements

Minimum Qualifications:

- Bachelor Engineering Degree, Certified PMP and/or PSP, Familiar with Primavera version 6 or latest version, wide working knowledge of PMC flow of work, FEED, EPC contract.
- Refinery experience is required
