Job description / Role

Employment: Full Time

PRIMARY RESPONSIBILITIES:

• Manage the operational and fiscal activities of the department to include: staffing levels, budgets, and financial goals.
• Plan and develop systems and procedures to improve the operating quality and efficiency of the department.
• Manage the follow-up of projects program and cost duties, and follow up deviation from planned, Time & Cost;
• Manage discussion of corrective action with contractors, and effect on the activities, and project program;
• Manage suggesting contractual and financial measures connected to non-compliance with required progress;
• Manage making periodical reporting of contractors performance, discussions, and evaluation;
• Manage reporting of delays and conflicts on site to Technical Office Manager and solve it with client, consultants, operator, and authorities;
• Conduct interviews, hire new staff, provide employee orientation, and career development advice.
• Manage controlling the supervision teams on site, and ensure their quality performance.
• Responsible for staff scheduling to include: work assignments/rotations, employee training, employee vacations, employee breaks, overtime assignment, back-up for absent employees, and shift rotations.
• Assist staff to resolve complex or out of policy operation problems.
• Manage controlling snagging completed works, testing commissioning, and hand-over to operator;
• Responsible to meet department productivity and quality goals.
• Manage controlling the final account of various contractors, and recommend release of retention, and held monies for repair, as-built documents, and other contractual commitment not completed.
• Other duties as assigned.

ADDITIONAL RESPONSIBILITIES:

• Can take place of the director in case of absences.
• Can take the professional staff scope of work if there isn't work load in the department.

Requirements

KNOWLEDGE AND SKILL REQUIREMENTS:

• Basic reading, writing, and arithmetic skills required.
• This is normally acquired through a Bachelor degree or equivalent.
• Knowledge of office processes, procedures, and technology.
• Experience in supervising project and team activities.
• Minimum 15 years of experience in the technical job field.
• At least 8 years experience in the same management field.
• Work requires willingness to work a flexible schedule.
