Local Content Senior Advisor

MISSIONS / SERVICE DIMENSIONS
The service holder will be advising the Social Performance & Local Content Manager on all GGIP Iraq Local Content subject matters including in the recruitment process and mentoring of the affiliate Head of Local Content.

ACTIVITIES
Local Content is a key component of the providers ambition (become the Responsible Energy Major) and of its Corporate Social Responsibility (on local economic development), and can also generate important delays, over costs and execution risks. A well-defined and implemented LC is therefore a major element to preserve TEP Ratawi Hub’s operational performance and improve local acceptability (social license to operate).

The Local Content Senior Advisor will:
• Adopt and demonstrate an exemplary behaviour with regard to H3SE, to implement and control H3SE rules and requirements within his/ her area of responsibility.

Propose and advise to establish the TEPRH LC framework:
• LC policy and LC strategy (local employment, local procurement of local goods and services and local capacity building).
• LC plan (organisation, tools, reporting, inclusion of LC specifications in call for tenders)
• Capacity building plans (SME development plans, workforce training plans…)
• Follow-up the implementation of the Industrial Baseline Survey and other Local Content studies and analysis and ensure adequacy with local content framework and related set targets for Local Content inputs.
• Support Local Content in bidding processes for GGIP Projects:
• Contracting strategies for Goods and Services to comply with the relevant TEP Ratawi Hub and Iraq regulatory policies and guidelines (bidders list to RTA).
• LC requirements in main Tier 1 call for tenders and ensures that LC obligations are cascaded down the supply chain.
• LC is properly evaluated and weighted in call for tenders
• Advise on Local Content communication & workshops with key stakeholders
• Advise on stakeholder expectations & issues management (anticipation by capture of weak signals, communication plan, SMEs program)
• Support to design and implement of an effective reporting system adapted to capture Contractors and subcontractors reporting (LC dashboard, KPIs vs target).
• Conduct training and advice on Local Content subject to GGIP Project personnel

CONTEXT & ENVIRONMENT
• Growth Gas Integrated Project (GGIP) is a project in Iraq around Ratawi Oil field. It includes 4 sub projects: Water
• Injection Project (WIP), Gas Midstream project (GMP) and Solar Power Plant (SSP) and Associated Gas Upstream Project (AGUP).
• TEP Ratawi Hub affiliate is established to steer and implement the GGIP Project.
• The affiliate is based in Basra and operates in close coordination with Basra Oil Company (BOC) and South Gas Company (SGC).
• In line with affiliate set LC targets, coordination with GGIP Projects teams and main contractors is key to design, implement, coordinate and communicate on local content related activities.

Requirements

• 10 year's experience as a Local Content Advisor in the Oil & Gas sector.

• Starting date: Period from 01/07/2022 to 30/06/2026
• Duration: 12 Months
• Location (country/site): Paris / Basra
• Status (residential/rotational): Residential

QUALIFICATIONS & EXPERIENCE REQUIRED
• Qualification: Very good experience in Local Content for Oil & Gas sector.
• Languages: English and French
• Professional Experience: At least 10 years
• Experience within project: At least 5 years
