ATC Training and Standardization Manager/Support: The ATC Training and Standardization Manager (TSM)/support function provides the necessary tools to ensure ATC personnel are properly trained and certified/qualified. The individual holding this position must meet all the same Watch Supervisor requirements for the facility they support. The ATC TSM function also provides the vehicle by which ATC personnel are kept current and proficient within their discipline in accordance with the Contractor developed training plan and program. The Contractor shall be capable of providing appropriate resources to support the following tasks. The subsequent list of tasks is not all inclusive and may be supplemented by tasks as outlined in the documents in Appendix B, Publications and Forms.

Specific Tasks: Develop/update/modify the training program (Appendix E, Deliverables) annually, as required or when directed by the CO. Conduct ATC training IAW AFI 13-204 vols 1-3. Maintain individual training records and documentation of required training and certification throughout the Period of Performance (PoP). Track and document currency requirements and submit reports (Appendix E, Deliverables) to PM as required. Provide position qualification recommendations. Develop and provide all reports, training plan(s), syllabi, and training analyses by the due dates specified in Appendix E, Deliverables.

ATC TERPS Tasks: Evaluate, develop, validate and submit for publication instrument flight procedures using US and International criteria. Applies valid FAA, North Atlantic Treaty Organization (NATO) Standard Agreement (STANAG) for Instrument Approach and Departure Procedures and ICAO Procedures for Air Navigation Services (PANS-OPS) criteria to evaluate procedures developed from HN's instrument procedures development offices based on approved aeronautical information. Steer projects from conception to implementation, and through constant review, to ensure the accuracy and validity of the procedure. Prepares seminars on TERPs criteria and automation programs. Ensures compliance in accordance with applicable national and international standards. The subsequent list of tasks is not all inclusive and may be supplemented by tasks as outlined in the documents in Appendix B, Publications and Forms.

Specific Tasks: Ensures aeronautical procedures comply with United States, ICAO and NATO design standards for air navigation and air traffic control. Ensures that any deviations from standard criteria are identified and corrected. Corrects any deficiencies and notifies personnel and organization as required. Prepares presentations on US and international criteria changes before change implementation date and notifies user community. Conducts theater-wide air traffic system review to identify shortfalls in the application of terminal instrument procedure criteria. Researches and validates maps, Aeronautical Information Procedures, aviation information networks, personal queries, intelligence imagery and surveys. Reformat HN data and designs into the accepted DoD standards. Plans, organizes, and manages initiatives for correcting deficiencies. Coordinates with DoD and host nation air traffic agencies to ensure Air Force procedures meet theater-wide standards. The contractor shall be capable of providing appropriate resources to support the following tasks:

Evaluates existing HN procedures; ensures accuracy and usability for the end-users. Thoroughly examines aeronautical source documents, identifies and verifies changes and applies changes to the DOD publication in a timely manner. Ensures DoD and international criteria meet existing operational standards. Advises the Government on aeronautical information decisions on behalf of AFCENT, based on a thorough knowledge of regulations, aviation procedures, and needs of the USAF throughout the CENTCOM Theater. Aids the government in coordination with foreign aviation authorities and US assistance groups to renovate the aviation structure of developing countries. Conducts annual reviews of instrument procedures for assigned geographic region to ensure adherence to HN requirements and/or waiver criteria. Coordinates with local authorities and develops TERPS procedures for operations at deployed and contingency locations. Ensures TERPS or waiver criteria are met, and nonstandard requirements are processed. Ensures information is technically accurate and all designs promote safety of flight.

Requirements

Process Foreign Terminal Instrument Procedures within 7 business days containing no more than 1 error per procedure. Perform monthly maintenance (DVOF, DAFIF, FLIP reviews, Auto-evaluation for Steady state locations) without error or assistance. Process NOTAM action within two hours of recognition without error and minimal assistance. Execute daily review of NOTAM data to ensure accuracy of published procedures without error. Accurately compile and submit all required data to FAA Flight Check team without error and minimal assistance. Must be able to obtain and maintain a Secret Security Clearance.
