**This position is contingent upon contract award**

Work in Kuwait is contingent upon the applicant's ability to obtain a work permit from the State of Kuwait, which is requested on the applicant's behalf by their employer. Effective January 1, 2021, the Kuwait Public Authority of Manpower issued new work permit regulations, informing contractors that it will not issue a work permit to any individual who is fifty-nine (59) years or older and holds a high school grade certificate or less. A bachelor's degree or higher is required for all candidates fifty-nine (59) years or older. See Administrative Decision No. (520) of 2020 AD - Amendment to the Administrative Decision No. (552) of 2018 on Issuing the Work Permit Regulations. Candidates with a current Visa 18 (residency visa) are excluded from the education requirement.

Purpose: To ensure the implementation and integration of program wide Employee Relations initiatives, policies and processes.

Essential Duties & Responsibilities:
- Assists in developing and implementing standard operating procedures, work instructions, and training plans related to Employee Relations.
- Conducts investigations into employee and government compliance complaints.
- Provides relevant consulting, coaching, counseling, and training for Managers, Supervisors, and Employees.
- Identifies and implements continuous process improvements within the function.
- Ensures Employee Relations compliance with established Company and Government requirements.
- Ensures timely response and resolution of employee and government compliance complaints across the program.
- Reviews recommendations for employee performance improvement, behavior/conduct, disciplinary layoffs or employment terminations.
- Compiles, presents, analyzes and interprets numerical data to enable informed planning and decision-making for workforce management.
- Ensures strict compliance to safety practices and supports the Program Safety Policies and Procedures.
- Maintains ongoing and continuous training requirements related to Employee Relations.
- Conducts weekly Ethics and CTIP training at New Hire Orientation and annual training as needed.
- Conducts SHARP training for the program.
- Performs other duties as assigned.

Requirements

Minimum Position Knowledge, Skills & Abilities:

Education:
- High School Diploma required; Bachelor's degree preferred.

Experience:
- Five (5) years of Human Resources or Employee Relations experience required.
- Experience consulting with employees and managers on Human Resources-related matters.
- Experience investigating both employee and government compliance complaints highly preferred.

Specialized Knowledge, Skills & Abilities:
- Must have strength in multi-tasking while practicing data integrity and document quality.
- Must be able to influence without direct authority through building effective partnerships throughout the organization.
- High level of interpersonal skills to handle sensitive and confidential situations and documentation from all levels of the program.
- Must be able to work effectively with all levels of employees including addressing leadership with diplomacy.
- Requires a collaborative work style, fostering cooperation and teamwork.
- Must have the English language speaking ability to speak the language with sufficient structural accuracy and vocabulary to participate effectively in most formal and informal conversations on practical, social, and professional topics.
- Must be able to exercise a high degree of emotional intelligence, discretion, good judgment, and decision-making skills.
- Must be able to handle confidential company and employee information with complete discretion, even under pressure.
- Must have high-level organizational and planning skills, so that workflow is managed efficiently and accurately.

Certification, License & Clearance:
- Valid driver's license is required.
- Tier 1 NACI required for all U.S. Citizens.
- U.S. Citizenship required.

Facility credentials/authorization required : Must be able to obtain and maintain facility credentials/authorization.

Note: U.S. Citizenship is required to for facility credentials/authorization at this work location.

Work Environment, Physical Demands & Mental Demands:
- Ability to perform job duties efficiently and effectively.
- Must be able to work in extreme environmental conditions including dust and high temperatures.
- Must be able to endure long hours, exposure to weather and hazardous conditions.
- Must be able to lift up to 50lbs.
