Head of Project Management - Kuwait

The firm has its headquarters in Kuwait and has completed a wide range of projects locally and throughout the Middle East. Specialising in the delivery of architectural and engineering design of high rise structures, they currently have an urgent vacancy for a head of Project Management.

Position profile:
• Manages the Project Management team for technical excellence.
• Assigns PM’s to proposals and live projects.
• Monitors and manages the schedules and budgets of all projects.
• Establishes project design and supervision administration procedures.

Position requirements:

Operations / Processes
• Establishes project design and supervision administration procedures.
• Assigns Project Managers to each proposal and project of the firm
• Prepares or arranges for the preparation of reports concerning the progress of each project in meeting established cost and schedule targets and other contract commitments and insures that action is taken to correct off-standard performance and achieve contractual obligations.
• Supervises and administers the provision of the following project services:
o Preparation of man-hour budgets and schedules for projects and their component work packages and the establishment of performance indexes concerning cost and schedule in relation to budgeted performance.
o The conduct of studies of forward manpower requirements in conjunction with agreed work schedules and prepare and publish short- and long-range manpower requirements; to keep the COO and Heads of Architecture and Engineering fully informed of anticipated manpower requirements.
o Development and use of project scheduling systems and procedures, including master project schedules.
o Maintains close collaboration with the Heads of Architecture and Engineering concerning the organisation and staffing of projects and keeps the project management function fully informed concerning the capability and performance of the architectural, engineering and drafting personnel assigned to projects.

People and Growth
• Manages division/department head personnel - All Senior Project Managers, Project Managers, Project Control Systems Engineer (for Design projects) and QS Department (managed by a Deputy Head of QS).
• Assists the Department Managers in the recruitment, education, and career development of professional and technical staff.
• Reviews hiring, firing and layoff recommendations from the department heads and makes recommendations to the Chief Operating Officer.
• Mentors staff in professional demeanour, technical competence, team building, process improvement and client relations.

Professional / Technical
• Develops quality control procedures and monitors the use and application of such procedures for all project management activities in the division and on each project
• Keeps the COO fully informed on major variances to quality standards and the program needed to eliminate quality variances;
• Monitors the verification by the Project Manager that appropriate quality control procedures and checkpoints are observed and that project designs are responsive to and appropriate for the needs of the client.
• Develops programs and ensures training of each Project Manager to perform the following duties concerning the management of projects.
• Minimising work-in-process.
• Analysis of projects into task and budgeting man-hours.
• Developing schedules and assuring that tasks are commenced on time to meet contract deadlines.
• Promoting new clients and new services.
• Assisting the BD and COO in marketing and promoting the Firm’s services by providing workload schedules, cost of services and related information.

Cost and Time
• Assists the Head of Finance in the development of financial reporting procedures concerning the billing of clients in relation to work completed and the collection of accounts in relation to contractual obligations and Company standards.
• Ensures that staff utilisation targets for the PMT staff are met.
• Ensures that departments comply with staff budgets and schedules.
• Reviews weekly time reports of department heads.

Business Development
• Provides assistance in the preparation of proposals.
• Assists and coordinates, in collaboration with the HODs: Architecture and Engineering, the definition of projects in architectural and engineering terms, the description of designs and design philosophies, the definition of the scope of work to be performed by the Company, and the development of cost estimates, cost standards and schedules to reflect the scope of the work involved.

Customer Focus (both external and internal)
• Provides technical support and presentations to Clients when required
• Maintains good relations with Clients in order to promote repeat business.
• Works collaboratively with all Professional Departments and Managers to support the achievement of company goals
• Manages a team of 10+ Project Managers as well as four subordinate department heads who supervise a total of 30+ employees in the Construction Management, Scheduling, QS and Proposals departments . Responsible for the overall direction, coordination, and evaluation of these departments.

Requirements

Minimum Qualifications:
• Bachelor's Degree in Architecture or Engineering, Licensed Architect or Engineer
• PMP Certification
• Record of leadership capabilities in areas of communication, professional approach, personnel and project management.
• Capable in marketing architectural and engineering services
• Thorough expertise in the field of project management and working knowledge of allied design disciplines
