Senior Proposals Manager (Transportation) – Lebanon

Linum Consult’s client is a major construction consultancy, well-established in the Middle East. They are currently seeking an English & Arabic-speaking Senior Proposals Manager specialising in Transportation projects for their office in Lebanon.

RESPONSIBILITIES:
• Developing bid strategy for proposals with the design departments and Regional Managers, based on competitive landscape, market conditions, company strategy, etc.
• Providing input for the development of the Transportation Sector’s strategic and business plans, including project pipelines, key competitors across Regions, etc.
• Developing the Proposals Department’s budget and raising to the Senior Director of Transportation for review
• Managing the staff and resources for the proposals department
• Ensuring client satisfaction with the company’s proposals
• Coordinating and supporting the Regional Proposals Departments on procurement of design RfPs
• Identifying project and contract risks that preclude tender participation
• Providing high level project delivery costs and price estimates prior to the development of the proposal based on market intelligence and experience

Requirements

• Degree in Engineering from a reputable University
• At least 12 years of experience in the infrastructure engineering industry, with a history of developing technical and commercial proposals for transportation projects
• Strong technical knowledge of tendering procedures in the Middle East, especially with government authorities
• Previous experience of working for top tier regional or multinational engineering consultancy companies
• Excellent estimation, scheduling, technical writing, and communication skills
• Fluent in spoken and written English and Arabic
