This is a complex hospitality project in the heart of Muscat.

Under the minimal direction of an associate director, you will undertake the cost management delivery of our projects either pre and/or post contract, whilst managing a team of up to 4 quantity surveyors.

You’ll be responsible for:

• Interaction with our clients and be accountable for the cost management deliverables for multiple projects, as required.
• Independently or with minimal supervision with the expectation that you can oversee and manage the performance up to 4 quantity surveyors.
• Delivers and ensure that the team deliver in line with Mace’s value based approach.
• Understand our contract scope of works and make sure that the teams you are responsible for deliver what we have agreed to deliver in a timely manner to high levels of quality.
• Highly competent in the measurement of quantities for input into cost models, cost plans, cost estimates and bills of quantities using both traditional and digital methods.
• Ability to create area schedules.
• Proficient in the use of estimating/billing software such as CostX.
• Prepare cost modelling and benchmarking dashboards.
• Undertake viability studies and cost estimating throughout the design stages with an emphasis on cost control and design to budget.
• Feed into the rate database by undertaking market research where necessary to support the accuracy of estimating.
• Undertake optioneering and value engineering studies at key stages of the design development.
• Undertake benchmarking of projects including cost and parametric elements.
• Preparation of the documentation for tendering.
• Analysis of tender returns and preparation of tender report.
• Preparation of contract documentation.
• Undertake the valuation of contractor’s monthly applications including measured works, preliminaries, materials on site etc. and take the lead role in agreeing the same.
• Assessment and evaluation of variations including the ability to negotiate and agree with the contractor, including the preparation of full substantiating documentation and take the lead role in agreeing the same.
• Maintain the change management log.
• Maintain the monthly cost report and ensure that it reflects the latest status of the project.
• Undertake project cashflow reporting.
• Take the lead role in agreeing the final account(s).
• Ensure compliance with all QA/QC requirements.
• Take the lead role in the administration of construction contracts and/or consultancy agreements, as required.
• Undertake the role of the engineer under the FIDIC Forms of Contract, including the timely issuance of notices, contractual letters, certificates, determinations and the like in accordance with the terms of the contract and always to ensure the protection of the client’s interests and rights and Mace’s interests.
• Proposal/review of particular conditions of contract with a view to protecting the client’s interest, in conjunction with the client’s legal counsel.
• Claim analysis and recommendation to the client.
• Contract interpretation and advice to the client and project team, as required.
• Oversee the establishment and maintenance of a consistent and adequate administration procedures. These procedures will be followed across the project by the respective quantity surveyors working within the team.

Requirements

You’ll need to have:

• Bachelor of Science in Quantity Surveying (or equivalent) from an accredited, internationally recognized institution or University.
• Must have MRICS qualification.
• Relevant experience quantity surveying and contract administration, MENA experience is essential.
• Able to measure in accordance with the main rules of measurement applicable to the MENA region, including POMI, NRM etc.
• Has a strong working knowledge of the FIDIC suite of construction contracts.
• Experience of successfully undertaking the role of the Engineer on projects of a similar nature, size and complexity is essential.
