Job description / Role

Project Manager


Plan, direct and coordinate activities concerned with the construction of structures, facilities and systems. Manage the conceptual development of a construction project and oversee its organization, scheduling and implementation.

- Plan/Cadd/Drafts
- Reviews As-Built Drawing prior to submission;
- Quality Assurance/Quality Control
- Reviews shop drawings, material submittals, Method Statement and other Forms to be issued to Client;

- Manages contract/contract administration;
- Familiarizes with Project Budget Issued by MO/Contracts;
- Prepares Evaluation and Recommendation of Award;
- Reviews and Endorses Evaluations for Executive Approval;
- Reviews Subcontract Agreement Including Scope of Works and Bill of Quantities;
- Monitors Project Expenditure against Project Budget;

Composes of Contract Position Paper to protect Company interest;
- Client
- Consultants
- Suppliers (direct, Owner-direct, Nominated)
- Subcontractors (Direct and Nominated)
- Third Parties

Closes Out all Account with Client, Suppliers and Subcontractors;


Derives Detailed Work Program from Contract Work Program;
- Main Office / Ex-Com / Man-Com
- Safety Department
- SBU Link-ups (EMD, RMC, etc.)

Familiarizes with the Project Pre-Construction Planning Report;
- Manpower and Equipment Schedule
- Works Program and S-Curve

Derives Schedule Recovery / Acceleration Program;

Evaluates and Accepts Subcontractor's Recovery / Acceleration Program;

Acts as Authorized Representative at Site and Signatory of Project Documents;
- Letters / Transmittals / Submittals
- Reports
- Third-Party Documents (Permits, etc.)
- Meetings

Oversees and Coordinates Mobilization of Resources;
- Manpower
- Material
- Equipment
- Others

Coordinates Mobilization of Subcontractor Resources;

Inspects, Oversees, and Signs-Off on direct Works Activities;

Inspects, Oversees, and Signs-Off on Subcontractor Activities;

Prepares and Implements Remedial Measures to Work Infractions;
- Quality-Related Infractions
- Deviations from Scope Not Authorized by Client/Owner

Required Coordination with Local Authorities;
- Access to and from Site
- Vehicle Traffic
- Disturbance Control

Prepares Monthly Accomplishment Target Setting;
- Month Extract from Work Program
- 3-months look ahead
- 3-weeks rolling schedule

Identifies and mitigates adverse variances between Target and Actual Accomplishment;
- Conducts Project Meetings;
- Technical / Operations
- Subcontractor Coordination
- Toolbox
- Special Meetings with Client/Owner/Consultant

Prepares and Presents Internal Reports to OPCEN;

Prepares Project Studies in Connection with Claims and/or Disagreements with Client/Owner;


Conducts Design Coordination Meetings;

Secures Approval of Design Stage Completion;
- Concept Design
- Schematic Design
- Design Development
- For Construction Documentation

General works

Reviews and Understands Contract Documents;
- Letter of Award, Contract Conditions and Qualifications
- Drawings and Specifications
- Bill of Quantities/Schedule of Rates, Project Program
- Contract Addenda

Reviews For Construction Documents;
- Drawings and/or Specifications
- Client/Owner/PM Instructions, Notices

Familiarizes with Company IMS Documents;
- Quality Plan
- Safety Plan
- Management Plan

Attends Project Meetings and Prepare Record of Minutes;

Attends walk-thru with Client/Owner, Designers, and/or Subcontractors;

Gathers Data for Project Reporting and Billing;
- Progress Accomplishment (Narrative and Quantitative)
- Project Concerns, Issues

- Resolve Internal Issues among Site Organization
- Conduct Performance Review of Subordinates
- Conduct Performance Review of Suppliers and Subcontractors

Mentors staff to expedite improvement of skill and upgrade know-how;

Performs work instructed by the immediate Supervisor and/or and/or SBU Head;

Performs other tasks that maybe assigned from time to time.


Competencies Required
- Expert knowledge in reviewing as built drawings Expert knowledge in proper implementation of quality assurance/quality control
- Expert knowledge on cost monitoring including contract management, project budget, subcontract agreement, contract position paper
- Expert knowledge and ability in the implementation/time on all phases of construction working conditions and reports
- Expert knowledge on design
- Demonstrated Ability to accomplished assigned general and adminworks

Job Specifications

- Licensed Civil Engineer Experience:
- With 15 years’ experience in Project Construction Management
- 7 years of which were spent in a managerial capacity
- Preferably MBA graduate or its equivalent,
- Should possess an outstanding leadership skill and should be able to deal effectively with employees on all level of the organization

Trainings Required (but not as a condition for hiring):
- Job Orientation
- ISO/QMS Orientation
- Required Trainings in Safety

Certification Required: Licensed CE
