Job description / Role

Employment: Full Time

Our client is a contracting company and they are looking to hire a Commissioning and Handover manager to work in Qatar.

Objective: To plan and manage the commissioning and the handover of the LRT infrastructure to the Employer and its operator.

The Commissioning & Handover Manager is accountable for the smooth transition from the LRT project to a contractually and statutory compliant ‘revenue operation’ ready’ LRT to The Employer.

Responsible for:
- Defining an efficient and effective strategy to commission and handover the LRT Project to QRC and its Operator (i.e. defining and implementing the handover process),
- The timely and efficient delivery of the Handover Documents (O&M manuals and As Built records).

Main Deliverables:

Responsible for preparing the following documents:
- The Overall Project Handover Plan,
- Operation and Maintenance Manuals Production plan,
- Consortium Production As-Build Records Plan,
- Consortium Project Test and Commissioning Plan,
- Consortium Operations Training Plan,
- Consortium Project Maintenance Plan,
- All the Interface management and coordination procedures related to the above plans;

Responsible to approve and ensure the timely and accurate issuance of the following documents:
- O&M Manuals,
- As-built records.

Principal Tasks:
- Produce maintain and update the Main Deliverables,
- Ensure that the various handover plans are implemented by the company,
- Monitor the performance of the company in testing and commissioning their work and in delivering their handover documents,
- Implement a Permit System and a permit office to safely deliver the Test and Commissioning phase,
- Ensure smooth handover of commissioned components/subsystems from partners
- Deliver the Integration Testing, the Operation test and the Trial Run,
- Ensure smooth handover of commissioned systems to the Employer and its operator.

Requirements

- Engineering Degree holder
- At least 15 year experience in the railway construction industry.
- Over 10 years’ experience planning and commissioning large scale, complex new-build railway systems

Key Skills and Knowledge:
- Ability to work under pressure
- Fluent in English
- Thorough knowledge of commissioning process and use of technology to optimize on-site commissioning
- Ability to self-motivate
- Excellent communication skills
