Employment: Full Time

The Construction Director is responsible for the overall site supervision performance in assigned area, reporting to the Regional Construction Director. The Construction Manager is the Client primary point of contact and Company senior representative above and in support of each Project Leader.

The Construction Director shall take direct ownership for all aspects of the site supervision delivery. To support in achieving this objective the Construction Manager shall coordinate closely with the HSE Country Manager, Business Line Leaders, Country Managers, Human Resources, Recruitment and Project planners.

HSE
- Actively support the Country HSE Manager to drive standards through our projects and training through our people.
- Actively support Project Leaders in instances where Clients or Contractors do not carry an equal approach to our own in order to raise awareness and standards.
- Monitor project compliance in relation to achieving Arcadis HSE vision, and HSE best practice.
- Ensure each project has a sufficiently trained HSE representative in place throughout a project lifecycle.

Bidding
- Assist bid managers in preparation of proposals for post contract supervision elements. Prepare estimated resource schedules, associated monthly rates and fees. Review RFP and provide scope of works, advising bid managers on risk, assumptions and qualifications. Complete bid model to verify fee and provide to bid manager.
- Bid managers are responsible for obtaining internal approvals, formal issue of proposals and follow up.

The following items are critical Construction Director Tasks:
- Plan the deployment, demobilization and transfer of project staff, keeping resource/project planning tools up to date and current
- Ensure that resources are allocated to projects in a timely manner, driving the recruitment team where their support is needed
- Obtain Client approvals sufficiently in advance of required deployment. Directly manage Clients when we are changing key staff.
- Direct Human Resources where staff need to be recruited or released and obtain relevant approvals
- Provide timely advice to Regional Construction Director when staff are coming available that need redeployment elsewhere Plan and manage staff holidays and holiday cover mitigating excessive leave build up
- Manage performance development reviews so that all staff have the opportunity to feedback at least once per year
- Manage staff performance, recognizing and guiding staff that have the ability to progress and dealing with those that underperform
- Provide advice on salary increments and promotions

Contract & Commercial
- Ensure all professional services Agreements are in place and live for every project. Where extensions to Agreements are needed, prepare submissions and issue to Clients allowing sufficient time for instructions to be received prior to Agreement expiry.
- In support of the Business Line Leader provide project controls team with details of fee split, risk and directs so that they may set up the project on the Company financial controls system upon project award.
- In support of the Business Line Leader monitor project performance to ensure desired results are being achieved on a monthly basis. Take action to rectify where desired returns are not being realised.
- Track payments to ensure that these are timely and in accordance with Contract. In instances where payments are delayed, communicate directly with Clients to resolve. In instances where Clients do not pay despite Construction Manager best efforts, escalate the matter to Regional Construction Director and respective Business Line Leader.
- Monitor project risk in coordination with Business Line Leader and advise project controls team when provisions need to be made to mitigate potential losses.

Project Controls and QA/QC
- Ensure projects are set up in accordance with Arcadis procedures sufficiently in advance of works commencing and where necessary ensure that all Client approvals are in place in order for us to bill.
- Monitor project financial and technical performance on a monthly basis with project leader. Ensure project review information provided by project leader is accurate. Take timely action in instances where improvements are needed.
- Ensure that projects consistently satisfy both internal and external audits.

Requirements

- BSc, BEng, BA or Equivalent Degree from an internationally recognized university.
- 20 Years Post Graduate experience
- Minimum 10 years Experience working on Major Road projects in the GCC.
- Chartered Status from a recognised international Bodie.
- Strong interpersonal Skills
- Experience managing multiple work streams/ packages/projects.
