Job description / Role

Employment: Full Time

Primary Purpose of the Position
• To provide with full responsibility and accountability, a technical service to CLIENT, in all areas of fire and life safety system, during definition and execution stages, ensuring that designs are in compliance with the latest Codes, Standards, National and CLIENT requirements and procedures.
• Liaise with Project Engineers, other Discipline Engineers and End-Users, in order to develop cost effective and fit for purpose design solutions, to fit CLIENT requirements.
• Contribute toward updating discipline Engineering Codes, Standards, Specifications and Philosophies.

Principal Accountabilities
• Plan reviews during the design stages of new hospital and nonhospital buildings to ensure that fire and life safety provisions and systems are designed in compliance with local and international fire and life safety- codes and standards (QCDD, NFPA etc.) and as per the Client Development Standards Framework.
• The- Service Provider shall submit the report with the comments and observations.
• Plan reviews during the design stages of projects within existing facilities owned/operated by CLIENT that alter or add-on to the existing facility to ensure that fire and life safety provisions and systems are designed in compliance with local and international fire and life safety codes and- standards (QGDD, NFPA etc.) and the agreed standards as per the CLIENT Development Standards Framework.
• The Service Provider shall submit the report with the comments and observations.
• Visit work sites to establish existing conditions. Review applicability of existing drawings, Standards and Specifications and recommends appropriate changes contribute to the development of cost estimates.
• Review all stage of design works for building and infrastructure work, based on the approved scope-of-work.
• Provision of advance technical advisory services on clarifications and interpretation of the agreed local and international fire and life safety codes and standards as per the CLIENT Development Standards Framework.
• Attending project and hospital operational phasing meetings to ensure that fire and life safety is not compromised.
• Review technical aspects of bids from Consulting Engineering Companies and Construction Contractors, for his functional area of work.
• Support Projects in identifying and assessing capability resources and technical strengths of
• Consulting Engineers, Contractors and Vendors, in the evaluation of technical bids and take part in Evaluation Committee meetings.
• Review / approve detailed design specifications and drawings, submitted by Contractors and Consulting Engineers and suppliers.
• Provide technical support to Projects on design matters during detailed engineering, procurement, fabrication, testing, installation and commissioning stages of projects, which often involves site visits.
• Review and comment on precommissioning, commissioning and start-up procedures and Operating and Maintenance manuals, appropriate to his functional area of work.
• Review material submittals referred from Projects it Inspection of contractor's works in relation to fire and life safety aspects during construction after completion of construction and reporting to CLIENT any contractor's non-compliance with local and international fire safety codes CLIENT Development Standards Framework
• Appropriate to his background; participate in the training and development of Qatari Engineers.
• Keep abreast of current te9hnology and state-of-the-art equipment and activities, by reading various trade journals, publications, by meeting Vendor
• Representatives and attending trade functions. Keep abreast of current regulations of Local and National authorities.
• Participate in technology development reviews to disseminate latest relevant technologies and technical reviews, at key stages of Project execution and of Project definition, if necessary.
• Prepare and presents technical papers to Line I Senior Management from time to time to promote designs and or strategies.
• Check the adequacy of designs produced by others, to ensure fitness for purpose and technical quality, in terms of providing safe / environmentally acceptable facilities in compliance with the Codes, Standards, Principle’s, Practices and Specifications.
• Verify that the building or facilities being designed are of adequate dimensions to house all the equipment to be installed therein.
• Support Projects with advice on technical matters during construction, including construction safety and design and construction of temporary facilities. Attend progress meetings, if required.
• Inspect Contractor, Consulting Engineer and Vendor premises and witnesses Factory/Site Acceptance Tests, required.
• Participate as a member of Health, Safety and Environment review team.
• Perform other related duties and assignments as directed.

Requirements

Qualifications and Experience:
Shall have either Category A or Category B Qualifications and Experience

Category A:
• A minimum of 3 years of management experience leading a department or teams of personnel responsible for fire protection & life safety services.
• Licensed/Registered Professional Engineer (P.E.) who has passed the Fire Protection Engineering examination administered by the National Council of Examiners for Engineering and Surveying (NCEES) and has a minimum of four (4) years of cumulative health care related experience designing, surveying, and providing consulting services related to all facets of fire protection systems (fire alarm, firefighting/suppression, and smoke control/HVAC), and life safety (NFPA 101), based on the applicable NFPA codes and standards.
• Other than F.P.E. Licensed/Registered Professional Engineer (P.E.) who has a minimum of six (6) years of cumulative health care related experience designing, surveying, and providing consulting services related to all facets of fire protection systems (fire alarm, firefighting/suppression, and smoke control/HVAC), and life safety (NFPA 101), based on the applicable NFPA codes and standards.

Category 8:
• A minimum of 3 years of management experience leading a department or teams of personnel responsible for fire protection & life safety services.
• Fire Protection (or Fire Safety) Engineer who has completed a minimum post; secondary education consisting of a minimum four-year bachelor's degree3 or two-year master's degree in Fire Protection Engineering, Fire Protection Engineering Technology, or Fire Safety Engineering from a reputable university and bas a -minimum of ten (10) years of cumulative health care related experience designing, surveying, and providing consulting services related to all facets of fire protection systems (fire alarm, firefighting/suppression, and smoke control HVAC), and life safety (NFPA 101), based on the applicable NFPA code(s) and/or standard(s).

Skills:
• Possess excellent leadership skills and ability to lead, supervise and motivate a team of· engineers and technical staff.
• Have excellent planning, decision making, problem solving and organizational skills.
• Must have thorough knowledge of industry / international standards, and ability to interpret for specific application within sphere of relevant disciplines.
• Communication & negotiating skills as well as an ability to work in a multicultural team environment must be well developed and proven.
Independence:
• Works within the framework of approved corporate policies, procedures and standards, while exercising a high degree of independence in selecting methodologies to perform the responsibilities and tasks, and in providing expert advice on a wide variety of technical issues.

Problem Solving:
• Evaluate and provide solutions for particular, critical technical issues.
• Review and recommend resolution of particularly complex and non-routine problems, or provide viable alternatives.
• Identify risks and anticipated problem to projects, and propose mitigating solutions and actions.
• Review and critically assess a range of options for a given problem, and recommend one acceptable technical solution from a range of options.
