Contract Administration Manager (Rail) - Qatar
Linum Consult’s client is major consultancy operating in the Middle East. Due to continued growth, they are currently seeking a Contract Administration Manager with experience in managing Service Delivery Contracts within the rail industry to join their team in Qatar.
RESPONSIBILITIES
• Managing the company’s Rail Operations and Maintenance contracts, ensuring they are delivered in accordance with the overall strategic plans, requirements, and expectations
• Ensuring adequate Contract Management processes and procedures are in place to effectively manage the Service Delivery Division’s contracts
• Providing effective contract management by overseeing the work of the Service Delivery Contractors, ensuring optimum standards and value for money are achieved
• Advising the Service Delivery Division of any commercial changes in a timely manner, and recommending appropriate action to mitigate commercial risk
• Managing claims and variations, including the assessment and/or determinations to your level of delegated authority
• Coordinating the preparation of Tender Documents and managing the evaluation of tender submissions and negotiation of contractors for the Division’s procurement activities
• Managing the payment process with the Contractors
• Reviewing and recommending Contractor’s penalties and deductions
• Coordinating with other company departments, such as Procurement, Finance, Human Resources, etc.
Requirements
• At least a Bachelor’s degree qualification in Contract Administration, Commercial Management or similar, ideally with a professional qualification such as CPCM, RICS, etc.
• At least 15 years’ experience in managing commercial contracts of multibillion-dollar projects, preferably in railway operations and maintenance
• Demonstrable experience of managing and developing complex contracts, commercial evaluation, contract formation, and contract administration/management with large scale organisations in the Rail industry
• Excellent knowledge of procurement, contracts, and commercial work processes and practices
• Previous history of working internationally and in the Middle East
