Client is looking to recruit a Contracts Manager. The individual should have the following exposure throughout their career.
• Develop and implement Programme Procurement, Contract Administration and Commercial Management strategies, policies, procedures, processes and tools across all projects in EZC zones.
• Serve as a main point of contact for investors and EZC’s stakeholders on contractual matters.
• Engage with targeted investors effectively and proactively with the input of Business Development Department in alignment with EZC’s business requirements and priorities.
• Engage with international and regional stakeholders, when required, with the aim of supporting the economic development pillar of Qatar National Vision 2030.
• Oversee, maintain and enhance investor relations by ensuring continuous communication between investors and EZC; serve as main point of contract with investors until award of contract.
• Understand and evaluate requirements of investors; coordinate and negotiate commercial and design requirements of both parties in collaboration with Electrical and Mechanical Design Managers and consultants.
• Communicate and circulate all signed contracts to relevant stakeholders, ensure contract visibility and awareness and provide interpretation and support when needed.
• Manage commercial activities for projects including contracting and procurement strategies, pre-qualifications, bid evaluation and negotiation, transactional compliance to contracts and closeouts.
• Provide guidance on contract matters to Project Managers or other stakeholders.
• Oversee and manage the processing of all payments in collaboration with the QS Manager and the respective Senior Project Manager.
• Lead, track and report on all Contract Administration activities including contract claims (non-contentious), variations, extensions of time, etc.
• Manage and ensure the appropriate closure of contracts including practical completion, final accounts, release of retentions, etc.
• Compile, coordinate, prepare and maintain all contract documents, securities, bonds, insurances, warranties.
• Check and verify supplier’s cost collection system and processes are fit for purposes.
• Confirm that submitted invoices reflect incurred cost as per supplier’s financial systems.
• Coordinate with and provide specialist advice to project controls on cost, payments, commercial variations and claims.
• Compile procurement schedules and ensure timely delivery of orders to site.
• Advise and assist Engineering Director, Senior Design Manager and Senior Project Managers on all related requirements,
• File and maintain contractual records and documentation as appropriate.
• Manage and resolve any contractual issues, claims and disputes in collaboration with QS Manager. If no settlement has been reached, coordinate with the Legal Department for further action.

Requirements

• 10 years' experience in similar role
• Bachelor's degree is a MUST
• MBA or Masters would be advantageous
• Experience in Construction or real estate in a MUST
• MUST have worked in GCC
• Excellent leadership qualities
• Strong Contracts exposure
• Arabic would be an advantage
