Electrical / BACS Engineer

Job description / Role

Provide professional SCADA and Control System and communication network engineering services associated with electric power and distribution network and VLV systems.

The BACS Engineer has an intensive and diversified knowledge of engineering principles and practices in broad areas of assignments in related fields.

Requires the use of advanced techniques and the modification and extension of theories, precepts and practices of his/her field and related sciences and disciplines.

Design:
-    Act as a Lead coordinator and problem solver in incorporating Employer's Requirements, industry standards and modern technology into the design of the Contractor.
-    Assists in defining the process for execution of engineering activities related to all types of instrumentation and controls to identify the need for specialty assistance.
-    Reviews / comments on electrical / BACS engineering control system drawings like location layout drawings, control room layout drawings, control schematic diagram-control and logic diagram for control system equipment.
-    Review and check the PLC/SCADA software programs, logic, operation & functionality.
-    Coordinates with the Contractors in preparation of method statements related to electrical SCADA works.
-    Act as a Client's Representative in:
­    Design meetings with Contractors and suggest solutions and recommendations in evolving a standard design philosophy.
­    Design coordination and interface meetings with Civil and Rail Systems Contractors and suggest solutions and recommendations to ensure the full compliance with scope of works and standards.
­    Design coordination and interface meetings with Civil Defence related subject and suggest solutions and recommendations to ensure the full compliance with scope of works, requirements and standards.

Installation:
-           Reviewing control systems architecture, material submittals and shop drawings related to the BACS system of a single building or the Site Wide SCADA system for multiple systems/buildings in a central control room.
-           Attend Factory Acceptance Test (FAT) and ensure compliance with project requirements.
-           Supervise and monitor the Test and Commissioning site activities of the Contractor.
-           Assist the Client's Representative Construction team as a coordinator and problem solver in incorporating Employer's Requirements, industry standards and modern technology into the installation works of the Contractor.
- Plan and suggest strategic recommendations for site-wide SCADA installation for multiple systems.

Requirements

- BSc, BEng, BA or equivalent
- ELV and SCADA Systems design experience working for D&B Contractor or Engineering office.
- Experience in T&C of complex SCADA / BACS / BMS / PLC systems and any other automation systems; More than 15 years of experience with minimum 5 years of experience in a similar position
- Fluent in written and spoken English;
- Good written and oral communications skills;
- High capability in preparing reports and presentations as needed;
- International Experience (preferably in the Middle-East) of working in Design & Construction environment;
- Experience in underground structures, tunnel (and transport infrastructure);

Possess adequate and advance experiences in:
-    Design of SCADA / BACS / BMS / PLC systems and any other automation systems.
­    Design of Command Control Centers, in Man Machine Interfaces and integration of various ELV systems with SCADA system.

Hands-on experiences in:
­    Safety aspects and Civil Defence requirements of the design of SCADA / BACS / BMS / PLC systems and any other automation systems;
­    Operational aspect related to underground structures, tunnel (and transport infrastructure) of the design of SCADA / BACS / BMS / PLC systems and any other automation systems;
-   Thorough knowledge and application of industry practices and all related standards, codes and regulations dedicated to ELV and SCADA Systems;
-   Knowledgeable of current technology and how it can be effectively utilized on the project.
-    Working knowledge of DCS, PLC and SCADA / MMI control system software, hardware and architecture.
-    Knowledge of optical fibre installations and other communication links in the automation network layer.
-    Knowledge of Firewalls / routers / switches in the automation network layer.
-    Experience in controls of a medium to large district cooling plant with the HVAC equipment.
