Doha College is one of the oldest British curriculum schools in Qatar providing a world class education for 1914 students between the ages of 3 and 18, who represent over 72 nationalities. Established in 1980, the college was originally opened to meet the demand for a British-style education, and continues to operate under the sponsorship of the British Embassy on a not-for-profit basis.

We are seeking a qualified Facilities, Health & Safety professional reporting directly to the Business & Development Director, and working closely with the Senior Leadership Group. The Facilities, Health and Safety Manager is responsible for managing the facilities of the college to ensure these are fully functional and safe whenever required, and to implement appropriate health and safety and environmental procedures to support the college’s policies. Implement appropriate security procedures to protect students, staff, visitors and college assets, to carry out safety inspections and risk assessments and investigate incidents and organise health and safety training and familiarisation for staff, students and contractors. This will be a one year contract.


Responsibilities include:

Health and Safety
• Implement, monitor and review health and safety, fire and environmental procedures as well as incident response action plans to ensure that the college's health and safety, fire and environmental policies are carried out. Maintain all health and safety documentation such as accident reports, incident records and fire, safety and security incident response procedures.
• Manage all relevant fire and other safety drills
• Maintain the fire log book and complete fire risk assessments for the college on an appropriate schedule.
• Ensure that all policies and procedures related to health and safety and fire are relevant, complied with and regularly reviewed
• Manage the college's health and safety and fire training including induction of new staff; specialist and general training to ensure staff are informed and equipped with the correct health and safety skills and knowledge to undertake their roles; manage health and safety familiarisation for students; conduct regular health and safety drills and exercises; to promote and develop an awareness of health and safety which secures effective implementation of policy, procedures and responsibilities.
• Carry out or manage the arrangements for regular safety inspections, equipment testing and risk assessments; submit proposals for remedial action and monitor that agreed action is taken. Carry out or manage the arrangements for investigating accidents and incidents including "near misses", agreeing and implementing necessary changes to promote accident prevention.
• Liaison as necessary with Government Departments, e.g, Civil Defence to ensure inspection requirements are met, and recommendations are implemented efficiently.
• Organising and chairing the Doha College Health and Safety Committee and providing reports from the Committee to the appropriate people.
• Carry out or manage the arrangements for regular environmental monitoring including lighting; food and water supplies; legionella, temperature, humidity and ventilation; dust, fumes and noxious gases; hazardous substances; waste, vermin and disease.
• Keep abreast of developments in legislation and best practices which affect facilities management, health and safety and security within the college including any Ministry of Education directives or guidelines.
• Prepare regular reports for the Leadership Group and Governors
• Manage the health and safety budget ensuring that spend is monitored regularly and participate in the annual budget planning process.

Facilities Maintenance
• Plan and supervise the maintenance and repair of all college facilities; draw up scopes of work and put major works out to tender; supervise the work of contractors; allocate tasks and supervise the college maintenance team; to ensure college facilities are maintained in safe working condition.
• Maintain regular oversight of new-build work on site and provide progress reports to the Leadership Group and appropriate Committee. Monitor health and safety arrangements of contractors working on college premises and ensure full compliance with college health and safety and security requirements.
• Manage all aspects of security for premises and property (alarm systems, physical security, visitor control etc.) and supervise and monitor Security Guard staff; to ensure the physical security of all persons on site and of the college’s assets.
• Planning for future facilities development in line with strategic business objectives.
• Management of lettings by external groups.
• Directing and planning essential central services such as reception, security, maintenance, mail, archiving, cleaning, catering, waste-disposal and recycling.
• Planning best allocation and utilisation of space and resources for new buildings or re-organising current premises.

The college campuses are used extensively, both for extended curriculum activities and for community purposes by external hirers. The college is available for approved activities throughout the year (7 days a week). The post holder will manage bookings for the site.

Requirements

• Appropriate formal health and safety qualification; IOSH Managing Safety course / NEBOSH International General Certificate in Occupational Health and Safety
• Knowledge and practical skills in building works and civil maintenance.
• A sound working knowledge of health and safety, fire, security and environment practices.
• Proven organisation and negotiation skills.
• Sound knowledge of Microsoft Office software.
• Excellent written and verbal communication skills in English with the ability to communicate and establish productive relationships with Governors, staff, students, parents and contractors.
• A willingness to accept responsibility for driving change and improving practices.
• A modern and dynamic approach to health, safety and security practices.
• Will thrive in a challenging environment.
• At least 5 years’ experience of working in a similar role with demonstrable progression of authority and responsibility.
• Experience of implementing procedures in support of policy.
• Experience of budget management.
• Experience in dealing with contracting companies in Qatar including management of contracts.
• Experience of health and safety management in an international environment.
• Experience of the sourcing and delivery of health and safety training.
• Exposure to health and safety issues in educational environments.
• Practical experience of physical security procedures and organisation.
