Head of Recruitment - Qatar

Public Works Government Authority

The country of Qatar continues to experience substantial construction growth with infrastructure budgets rising to over $100B for infrastructure and road projects by 2022. To support this growth, our client; the public works authority; now seeks to appoint a Head of Recruitment (Qatari National role only) to lead the recruitment requirements to support their project growth. The former incumbent has now elevated in to a new position.

Reporting to Human Resources Director and managing the recruitment and mobilisation team, your responsibilities in the role will include to:
• Supervise the activities of personnel in the Human Resources Department.
• Performs supervisory duties and exercises financial authority at the level established by management for the position.
• Develop, implement, and administer short and long term recruitment strategies.
• Manage recruitment activities for all levels of professional and support staff.
• Development/revision, implementation and administration of policies, processes and practices in Recruitment.
• Provide professional support and advice on recruitment to line and departmental managers, and advises manager on best practice recruitment and selection.
• Prepare Recruitment Plans in line with Government requirements for employment of Qataris.
• Consult with Compensation and Records and Hiring Managers concerning job descriptions, and checking job descriptions and personnel specifications,
• Design application forms and prepares other recruitment material such as brochures. Manage recruiting materials.
• Supervise the advertising/recruitment function; write job advertisements and decide on media to use for advertising.
• Provide creative solutions to recruitment constraints.
• Screen application forms, shortlists applicants, devise and implement recruitment and selection processes.
• Evaluation and classification by rating, ranking, and data-banking of applicants, including skills coding of competencies and, as required, certify qualifications for internal placement of authority staff.
• Supervise, schedule interviews of short listed applicants; administer prescribed written and/or performance examinations/tests; prepare summary reports and recommendations.
• Coach hiring managers on employment and interviewing processes.
• Plan relocation of staff to new departments and jobs due to restructuring.
• Plan and Implementation of redundancy programmes, including voluntary redundancy and early retirement schemes.
• Work with hiring managers and the interviewing teams to develop and implement a recruitment strategy for job openings.

Requirements

• Degree qualification in Human Resources, Busines or comparable with Master’s Degree from a recognized institution being highly regarded.
• A minimum of 10 years’ experience with a minimum of 5 years’ experience in recruitment and selection and HRM.
• Experience in Government and Construction and Engineering highly desirable.
• English and Arabic language proficiency is essential.
• This role is only open to Qatari Nationals.
