Health and Safety Officer

Job description / Role

• Embed a positive HS culture across the Group and ensure HS is an integral part of operations
• Interpret and comply with Qatari legislation and international best practices
• Develop and maintain HS policies and procedures
• Monitor compliance of HS activities throughout the Group
• Monitor and assess HS strategies in accordance with legislative and standards changes
• Identify emerging HS risks in the workplace
• Provide consultancy service to Group Managers to assist in the maintenance of safe work practices and management of HS risks in all Group activities
• Undertake regular risk assessments and establish risk registers in conjunction with each Group company’s responsible person
• Identify potential hazards, ensure that risks are reported at the required levels within the Group, suggest ways of risk reduction and ensure that mitigating strategies are implemented
• Keep up to date with all aspects of health and safety legislation and international best practices and communicate relevant changes to the MCSC
• Advise MCSC and assist with the implementation of new HS-related legislation and Group standards
• Ensure a safe environment for all, eliminating any risk through safe operational practices
• Establish a comprehensive programme for HS inspections, audits and checks
• Undertake regular prevention inspections to Group companies’ sites and ensure their records are maintained (including fire prevention, chemicals usage and storage, and other general aspects)
• Undertake inspections to contractors’ sites (when duly requested by other Group departments)
• Thoroughly investigate and document incidents, accidents, complaints and cases where HS issues are concerned
• In conjunction with Group HR, establish a structured training programme on HS throughout the Group, which contributes to employees’ safety awareness
• Compile monthly statistics on HS
• Provide regular reports to the MCSC on relevant HS activities (at least monthly)
• Participate in meetings, when required, to report on HS matters
• Liaise with external third parties as and when required
• Support all Group departments in undertaking health and safety improvement projects
• Any other reasonable duties which may be required by the MCSC from time to time

Requirements

• Civil engineering degree preferred
• Business or Management degree will also be considered
• General NEBOSH Certificate or equivalent
• Intimate knowledge of COSO/ISO 31000 frameworks
• Minimum of 5 years’ experience in a HS management role
• Demonstrated knowledge of safety and fire legislation
• Lead auditor of OSHAS 18001 or equivalent

• Knowledge and sound practice in emergency procedures and risk evaluation
• Knowledge in preparing and reviewing of documents related HS
• Superior training skills in health and safety
• Professional approach with strong interpersonal skills
• Excellent planning, organisation and time management skills
• Excellent verbal, written communication and presentation skills, including report writing skills
• Full working knowledge of Microsoft office
• Ability to work on own initiative and adapt to changing environments
• Ability to work co-operatively with others to complete tasks and implement process improvements
• Ability to solve issues
• Excellent negotiating skills
• Ability to make good judgments and render good decisions
