Job description / Role
• Support in ensuring that there is high availability of the Client Traffic Signals Assets and Systems across the network.
• Support Senior Engineer with the management and co-ordination of traffic signals maintenance contracts and future ITS contracts, resources, and third-party support.
• Support the Senior Engineer in ensuring new schemes are correctly handed over into the Client Traffic Signal Maintenance.
• Support Senior Engineer in dealing with contract issues and verify that traffic signal Maintenance Contractor invoices are accurate and are backed up by the traffic signal Maintenance technician documented reports.
• Support Senior Engineer for making sure the traffic signal maintenance contractors are meeting their minimum performance measures, such as response times.
• Carry out feasibility studies as necessary to assess the viability of different traffic signal maintenance options and provide recommendations of best option based on cost-benefit analysis.
• Carry out cost estimation of various traffic signal maintenance works.
• Respond to reactive traffic signal maintenance needs at short notice as necessary including emergency works to safeguard the safety of the public and to protect the integrity of the traffic signals.
• Ensure that all proactive, reactive, and planned maintenance across the network and that the maintenance contracts are compliant to their delivery requirements.
• Review traffic signal design and installations.
• Carry out traffic signal inspections and review occasion/timing, and requirements of each type, including defect identification, classification and coding and that installations meet the latest ITS and Traffic Signals specification and standards.
• Monitor the maintenance contractor’s compliance with traffic management requirements for traffic signal and ITS devices inspection and maintenance activities including Work Zone Traffic Management Guide (WZTMG).
• Work under minimum supervision and competent to check the work of others and supervise less experienced or junior staff.
• Keep up to date with industry best practice and apply best practice to ensure professional development.
• Adhere to Health and Safety policy and procedures and comply with new work instructions.
• Perform other duties / tasks as required and provide input into the reviewing and updating of the I&EMP as appropriate.
• Ensure adherence to Health and Safety Policy and Procedures and comply with any new work instructions.
Requirements
• Minimum Bachelor’s Degree in Engineering/ Relevant Subject.
• Education qualification obtained from North America, West Europe, Australia.
• Chartered Membership in Engineering or Relevant professional body would be an advantage.
• Current/valid Qatar Driving License would be an advantage.
• Minimum of 10 years’ cumulative experience in a relevant field.
• Minimum of 5 years experience in the programming and maintenance of SCATS compatible traffic signal controllers (Eclipse, ATSC 4 and Hadron) and traffic signal assets management.
• Knowledge of asset hierarchy, asset types and related asset attributes.
• Ability to establish strong working relationships with stakeholders.
• Ability to influence and engage stakeholders and staff at all levels within the organization.
• Competent in Microsoft Office Packages and SCATS Technology.
• Ability to communicate verbally and in writing in English is essential.
• Ability to communicate verbally and in writing in Arabic is preferred.
