Job description / Role

Employment: Full Time

• Participate in development of the Operational Strategy and contract management arrangements.
• Review Operational Plans and related documents produced by others and supervise their implementation.
• Participate in design review activity to ensure the best outcomes in respect of operability of the Network.
• Assess the potential Operational risks arising.
• Act as a point of liaison with the LRT Project Team and eventual Railway Operator.
• Participate in the steady state contract management of the Network by validation of the Operators performance reports and pro-active development of the service offer.
• Participate in the design review process and propose efficient and cost effective modifications or alternatives;
• Assess operational facilities functions and processes: Signalling, Control Centre equipment, Driver resource and training arrangements and operational procedures;
• Review and assess RAMS plans, check consistency with the performance regime and equipment availability;
• Attend design review meetings;
• Contribute to the preparation of RfC’s and review others’ RfC’s related to operational arrangements;
• Assist in the production of operations related O&M Tender documents;
• Review and assess the testing and commissioning program for the Network.
• Liaise with the Railway Operator with regards to its mobilization activities;
• Review and assess Railway Operator’s Plans to be delivered under the Contract;
• Assist in facilitating the initial mobilisation of the Railway Operator;
• Ensure that the Railway Operator’s staffing, training, management and procedures related to the Operation Control Centre align with Qatar Rail policies, strategies and requirements
• Develop and assess the Railway Operators procedures to restore & recover services affected by operational incidents, bad weather, staff shortages or equipment failure, and acts as a focal point within Service Delivery in incident management and liaison with the emergency services and other external agencies;
• Participate in the steady state management of the Railway Operator;
• Validate the Railway Operators performance reports and identify issues arising;
• Develop operational initiatives to improve the service offer;
• Comply with all Qatar Rail CMS Policies and Standard Operating Procedures;
• Carry out other duties as instructed;
• Meets Key Performance Indicators according to targets agreed with O&M Director in areas of: production of Tram O&M documents, delivery of study reports on time, preparations for launch of service and monitoring of Operator’s performances.

The job holder will be accountable for the quality of outputs against the programmed activities; to ensure delivery of all relevant operational matters; provide service delivery input to all risk and design reviews with regard to LRT Operations and to support contract development and the management of the eventual end state operator of the Network.

Requirements

• Bachelor or Masters degree in Operational management or other railway related or relevant area.
• 7 years of general operations experience;
• Formal or hands on prior experience of an operational System in an operational discipline.
• Working knowledge of tram scheduling, tram utilisation, control centre operations, station operations, train operations and depot operations;
• Thorough understanding of the rail systems basics such as tram operations, moving block signalling systems, traction power supply distribution, platform screen doors, automatic fare collection, track and crossovers, control and communication systems and E&M systems, their functions and operations.
• Highly motivated and flexible to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies;
• Excellent analytical reasoning ability and capable of making decisions on complex matters;
• Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardising human safety, quality and the committed performance targets;
• Thorough understanding of all aspects of safety issues related to railway operations.
