Job description / Role

Role Objective

Advise and support the Roads Operations & Maintenance department to make a positive contribution towards achieving the Ashghal mission and Corporate Strategy objectives. Play the lead role in ensuring the Ashghal Vision and Values becomes part of the culture of the Roads Operations & Maintenance department.

Provide expert advice to the Director of Assets Affairs, Manager of Roads Operations & Maintenance and the senior management team, as appropriate, on contract management and performance management, supporting the decision making of the Manager of Roads Operations & Maintenance.

Provide expert advice for all Asset Management and Highways Maintenance practices. Support and implement the Asset Management Policy based on international best practice standards.

Roles & Responsibilities
• Identify & develop studies and recommend procedures and practices to improve operational efficiency; evaluate alternatives for performing needed work including by contracting out services; attends project review meetings to evaluate progress of ongoing construction or maintenance activities.
• Consult and advise with the quality assurance and quality control engineer for drafting and establishing maintenance and operational procedures for each infrastructure or facility
• Provide technical advice to developing Asset Management, routine and preventative maintenance plans.
• Advise Project Engineers to increase understanding of the implications of their project design/construction on maintenance and on-going operation of Operations & Maintenance infrastructure.
• Coordinates Ashghal’s planned maintenance activities with external and internal stakeholders and with Engineering Programme Contract Management companies
• Contribute advice to the development of safe methods of working for highway maintenance work, develop maintenance policies, procedures, work standards and rules, ensuring compliance with existing Ashghal policies and procedures, for preventive, periodical maintenance.
• Increase awareness of International Best Practice in Asset Management and Highway Maintenance solutions, identify potential topics for research and assist in the introduction of these when demonstrated to bring added value to Roads Operations & Maintenance.
• Consult in the identification and implementation of technology solutions to assist in Asset Management and Highways operations and maintenance.
• Advise the Roads Operations & Maintenance Managers on developing future strategies that support the Ashghal Corporate Strategic objectives.
• Promote Technical knowledge on highway infrastructure assets, maintenance and whole life costing principles to ensure continuous improvement and efficiency
• Encourage innovation and identify areas where innovation can be utilised. Identify and implement improvement to working methods, techniques, materials and systems.
• Advise on performance measurement methods to demonstrate continual improvement of the Operations & Maintenance service through members of the Operations & Maintenance team
• Support Roads Operations & Maintenance in the introduction of a world class incident management service

Requirements

Qualifications
Essential
• Degree level qualification in suitable Engineering discipline BSc, BEng, MEng Civil Engineering or equivalent

Desirable
• MSc Civil Engineering or equivalent
• Management qualification ( Certificate / Diploma/ MSc / MBA) or equivalent

The Individual
• 15-20 years post qualification experience successfully delivering Roads operations and maintenance engineering projects with experience managing multidisciplinary teams
• Good knowledge of Asset management and highway maintenance practices
• Technical team leadership skills and ability to inspire excellence in others
• Commercially astute with a good knowledge of contracts
• Experience managing and controlling budgets
• Experience of Highway design and design for maintenance policies
• H&S Leadership capabilities
