This exciting opportunity has become available to be part of a growth firm that develops iconic mega projects worldwide. This opportunity has arisen within one of our clients key projects, a mega futuristic city project for an experienced Recreation & Cultural Service Manager to manage and supervise the planning and coordinating for special events, special interest programs, recreational activities and maintenance of recreational facilities for this city project which extends across 38 square kilometres and includes four exclusive islands and 19 multi-purpose residential, mixed use, entertainment and commercial districts.

This is a comprehensive arena of leisure spots, residential buildings, commercial towers, avenues and public ports and will accommodate 200,000 residents and 170,000 employees and 80,000 visitors.

Reporting to the Senior Manager - City Services, you will be responsible for:
- Plan, organise and direct the activities of Cultural Services staff and all parks, recreation, cultural, special events, library programs, youth activities, park reservations, rental events and municipal sports programming.
- Develop, plan and implement special events such as holiday programs, social and cultural events for people of all ages and abilities and ensures accessibility and inclusivity.
- Prepares and distributes promotional literature and press releases; coordinates media coverage and special programs.
- Plans the improvement of existing new facilities and equipment, recommends acquisitions for the recreation program and plans layouts for undeveloped recreation areas.
- Attends Council meetings, recreation advisory board meetings, civic and community groups, and other organisations to speak on matters pertaining to the City Recreation Program.
- Establishes within Town Policy, appropriate service and staffing levels and monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.
- Plans, directs and implements the departments work plan, strategic plans, master plans, policies, procedures and priorities for each assigned service area.
- Manages and supervises all recreation centres and ensures safety, proper use and proper conduct of the patrons.
- Recruits and mentors/strains technical and support staff.
- Monitors and manages contract compliance.
- Administer and manage department budget and develops and approves budget forecasts.
- Remains sensitive and aware of community recreation, social and cultural needs; undertaking studies and analyses of program participation and attendance, personnel, etc.,
- Receives and resolves difficult, significant and sensitive enquiries and complaints.
- Determines equipment, material, building and facility needs.
- Cooperates and collaborates with community partners and between the Town and various community entities to provide for a diversity of recreational and cultural options such as Art, Theatre, Music, etc.
- Stays abreast of trends and innovations in the field of city/county management, recreations administration, parks maintenance management, recreational golf, library services, cultural programs and youth services.

Requirements

- Bachelor Degree in relevant subject such as Business Administration, Operations Management, etc., with 5-7 years related experience and/or training.
- 5-7 years' experience in the field of Recreation, Social & Cultural Service Providing.
- Previous experience working in real estate/ infrastructure/ city management office/ municipality office in a similar role is preferred.
- Previous experience working in Qatar/GCC preferred.
- Knowledge and understanding of city management and real estate industry.
- Knowledge and understanding of the park and recreation needs of the community and proven experience to coordinate activities to fulfil these needs.
- Proven experience in facilitating the development of high quality parks and in recreation program administration.
- Proficiency in Microsoft Office Applications (Word, PowerPoint and Excel).
- Proficiency in English and Arabic would be advantageous.
- Champion environmental and cultural stewardship.
