Job description / Role

Employment: Full Time

Purpose: To contribute & support development, implementation and continual improvement of the Qatar Rail Security Policy and the Security Management System with a particular focus on communicating & educating stakeholders on security requirement and their implementation.

Duties & Responsibilities

Strategic:
• Assists in providing design and deployment of Corporate and Project security policy, plans and systems for Qatar Rail based upon the threat assessment(s) & achieve objectives in line with the Corporate Security Plan.
• Assists in continually identifying opportunities for increased Security efficiencies and service improvements.

Operational:
• Coordinates collation of Security key performance indicators (KPIs) and periodic Qatar Rail Security reports that provide focus on progress with Security Policy objectives, emerging negative trends and actions necessary to continually improve and address shortfalls.
• Coordinates a consistent communication and application of periodic Company Security Initiatives.
• Champions security within projects and operations for continual communication, education and act as a focal point for initiatives/requirements to ensure a continually thriving Security Culture and operational railway.
• Maintain and develop the Threat Assessment via regular reviews including intelligence received from internal and external stakeholders. In addition ensuring that it Qatar Rail Threat Assessment is aligned to national and ministry treat assessments as appropriate.
• Provides briefing updates to stakeholders regarding SMS development (for onward cascade).
• Ensures all security incidents are correctly reported into iSMS and that investigation is fit for purpose.
• Maintains an overview of iSMS security inputs and closure of recommendations and actions assisting, as necessary.
• Conduct regular inspections and audits to determine & ensure compliance by operations and projects to the SMS and provide reports and recommendations improvement to meet requirements.
• Any other discipline task as directed by line management.

Financial: Works in accordance with the Security budget.

People:
• Assists in the development of the Security departmental capabilities in line with business needs i.e. Corporate as appropriate.
• Assists in ensuring that security department resources are utilised and developed for efficient and effective outcomes.
• Provides on-going advice and support to staff regarding Security, by fostering a positive security culture.
• Fosters a working environment that promotes a Security learning culture consistent with organisation and program objectives and values, including the training and development of staff.

Miscellaneous:
• Supports Qatar Rail environmental program in reducing carbon footprint as part of Qatar Rail’s goal to become carbon neutral.
• Supports Qatar Rail program by completing all work in accordance with workplace Security legislation, Qatar Rail Security Policies and Procedures.

Requirements

• Tertiary qualification – Bachelor’s Degree or equivalent Diploma in Security or related field.
• Minimum 12 years’ experience in implementing and monitoring effective SMS and processes in line with international best practice

Professional Training: Qualified SMS Auditor & Membership of a professional institution.

Skills:
• Computer literate.
• Effective use of Microsoft Office (i.e. Word, Excel, PowerPoint, Outlook)
• Knowledge of SharePoint
• Effective English oral and written communication skills

• Ability to represent Qatar Rail, to Regulatory authorities in liaison over Security matters in respect to Qatar Operations
