Senior Contracts Manager Procurement

Job description / Role

Reporting to the Commercial Manager and responsible for the supervision and performance of the pre-contract management team delivering the Expressway procurement requirements.

MAIN RESPONSIBILITIES
- Managing the delivery of invitations to tender documents for a major programme of infrastructure development works for both consultancy and construction contracts as part of the programme management consultants role
- Manage the delivery of technical and financial evaluation reports of submitted tenders in a timely manner addressing all key concerns of the programme and the client
- Interface with other teams to meet overall program deliverables (particularly project management and engineering)
- Lead the development of the contracts and procurement strategy, standards, policies, procedures and best practices
- Ensures the correct execution of procedures for award and administration of Project contracts
- Supervise the contracts management team to ensure that they meet the Project objectives by establishing contracts for related services on time, in an ethical manner at all times, in accordance with procedures
- Monitor and report on procurement schedule and performance of Consultants preparing documentation
- Provide regular update reports to the Client, present evaluation reports to the client and authorising committee.

Requirements

- Sound knowledge of procurement and the contract administration aspects of major civil & infrastructure projects including roads, bridges and utilities with substantial experience in procurement and contract administration
- 10 + years post graduate experience with a substantial period in procurement
- Experience in managing teams of up to 20 people
- Experienced user of MS Office and project management software
- Undergraduate degree or membership of a recognised International Professional Body e.g. MRICS or CIPS
- Experience in international contracting mechanisms e.g. FIDIC
- Fluency in English language both written and spoken
