Job description / Role

Employment: Full Time

• Responsible for Client Sydney Coordinated Adaptive Traffic System (SCATS) within the Control Rooms.
• Responsible for the day-to-day operations, management, maintenance, first line technical support, routine maintenance and systems administration for all SCATS within the Control Rooms.
• Shall be a SCATS specialist.
• Responsible for the overall management and maintenance of Client Control Centre SCATS and its associated components. Client Control Centre includes but not limited to Roads Management Centre (RMC), Traffic Signals Control Room (TSCR) and Lusail Control Room (LCR);
• Responsible for ensuring that there is high availability and reliability of the Client SCATS.
• Responsible for reviewing/evaluating the traffic signals operation under SCATS including the submission of comprehensive reports and ensuring recommendation are approved and implemented.
• Responsible for the dispatch of signal faults/alarms to the maintenance team. Maintain operational accuracy and integrity of SCATS.
• Generate intersection graphics, configure the site data (such as offset, phasing, timing, coordination and plans), commissioning and fine tuning of both intersection and coordination data.
• Ensure required modification to intersection graphics, reconfigure the site data (such as offset, phasing, timing, coordination and plans) and fine tuning of both intersection and coordination data.
• Ensure required modification to the inter-green sequences (from Amber Red to Flashing Green-Amber-Red or from Flashing Green-Amber-Red to Amber-Red) on all the phases of each traffic signal;
• Ensure required modification to the Signal operation for special events, pre-emption, road works and any other incidents.
• Alter and set-up the plans and schedules Flex link (AM peak, NN peak, PM peak & off-peak hours) of signalized intersection under SCATS operation.
• Undertake traffic modelling and traffic simulation using Sidra, Vissim or other applications compatible with SCATS.
• Responsible for managing the Client SCATS Contractor.
• Responsible for verifying that work done by the SCATS engineers meets with the overall system configuration.
• Manages and directs the configuration management of software versions loaded onto the system.
• Responsible for managing and authorizing access into Client Equipment room(s) for SCATS related work. Ensuring that only authorized access is allowed and works undertaken on new or existing systems is coordinated.
• Work closely with ICT/ITS Systems, Networking & Telecoms Engineer and SCATS Systems Engineer to ensure maximum availability of all systems.
• Experience (15 years minimum) in a similar role - technical experience in planning, designing, programming, installation, testing, commissioning, o&m of SCATS;
• Experience (2 years minimum) on the SCATS Software, version 6.9.2 and have experience on the latest version 6.9.3.
• Experience in working with SCATS Maintenance Contracts and working with ITS (Traffic Signals) Maintenance teams.
• Extensive knowledge and experience in Control Room (i.e. Traffic Management Centre) Systems;
• Comprehensive knowledge and application of current technologies, standards and best practice relating to roads communications systems.
• Experienced in working in SCATS Control Room Environments.

Requirements

• Minimum Bachelor’s Degree in Engineering/ Relevant Subject
• Education qualification obtained from North America, West Europe, Australia
• Chartered Membership in Engineering or Relevant professional body preferred and would be an advantage
• Current/valid Qatar Driving License would be an advantage
• Minimum 12 years’ experience in a similar role - technical experience in planning, designing, programming, installation, testing, commissioning, O&M of SCATS.
• Minimum 2 years’ experience on the latest SCATS Software, version 6.9.2. preferred
• Shall have experience in working with SCATS Maintenance Contracts and working with ITS (Traffic Signals) Maintenance teams preferred
• Extensive knowledge and experience in Control Room (i.e. Traffic Management Centre) Systems preferred
• Experience in SCATS Control Room Environments preferred.
• Ability to communicate verbally and in writing in English is mandatory
• Ability to communicate verbally and in writing in Arabic is preferred
