Job description / Role

Employment: Full Time

Purpose: Lead and Manage Facility Management Information and Communication Technology (ICT) function throughout the real estate development process

Strategy
• Execute the functional strategy in line with the departmental strategy to ensure the achievement of departmental objectives in due course, cost and quality.
• Develop and implement the ICT strategy (including district cooling, energy, gas farm, tram, etc.) for COMPANY.

Operating Plans, Budgets and Policies
• Assist in the development of the department’s annual business plan, KPIs and budget,
• Develop and implement strategies, business plans and operational plans for new and existing sites across all real estate segments for ICT in line with approved Asset Business Plan

Policies and Procedures
• Develop and implement functional policies, systems, procedures and controls to ensure objectivity, efficiency and effectiveness of operations.

Operations
• Manage Facility Management ICT function through the real estate development process.
• Create design & delivery standards and specifications for ICT (Enterprise, Business, Ops & ELV) for properties and align them with operations across all segments.
• Oversee all ICT design and delivery activities across all stages.
• Develop MoU’s with Authorities in co-ordination with Design and Delivery and Legal
• Conduct ICT design reviews to ensure that ICT in properties meet the project vision and COMPANY’s design quality standards and guidelines while adhering to local regulations and applicable standards
• Conduct aggregation of ICT needs of all COMPANY properties (existing and upcoming)
• Scope ICT tenders, package services as per the approved strategies and communicate them to Procurement for issue to market in the form of RFI’s and RFP’s
• Perform the technical evaluation of bids (or partake in techno-commercial when applicable) for ICT, work with Procurement in bid negotiation and recommend winning bids
• Coordinate with Structural and Architecture design to carry out ICT design modifications for interfaces of building structures as required
• Manage all ICT consultants on a day-to-day basis to ensure that designs and technical drawings are carried out appropriately and aligned with the approved designs.
• Ensure the construction; implementation, testing and commissioning of ICT systems and services as per the project delivery program and schedule.
• Conduct site visits and collaborate with project managers in identifying and flagging technical issues as well as solving project implementation technical issues
• Oversee ICT vendors’ performance with regards to operation and maintenance, measure performance vs. COMPANY’s standards and agreed upon SLAs, review complaints, and recommend vendor action plans
• Ensure compliance with contract terms and communicate with vendors in the case of poor performance and communicate to Procurement to impose penalties when necessary
• Ensure HSE training of all vendors and compliance with approved HSE standards and sustainability initiatives in coordination with HSE operations
• Oversee the configuration of security systems and settings to ensure confidentiality of sensitive information
• Coordinate with Property Management in the development and implementation of site opening plans
• Develop and implement a commercial strategy for ICT functions in line with approved Asset Business Plan
• Assist Project Directors during design and execution with all ICT design related issues

Requirements

• Bachelor’s degree (or equivalent) with knowledge and understanding of ICT.
• 12 - 15 years of post-qualification experience in ICT with proven track record in large scale centralised property operations environments and a minimum of 3 years in a Management role

Job-Specific Skills:
• Large site/multi-site experience of Grade A Facilities and Sites
• New site opening and extensive ICT experience is desirable
• Mixed Use experience is highly desirable.
• Extensive ICT Management experience/background is essential with strong vendor management skills.
• Strong knowledge of relevant industry and design standards.Minimum of 3 Year’ Experience of working in the GCC is desirable.
