Job description / Role

Employment: Full Time

Contribute to the delivery of an amazing 2022 FIFA World Cup that meets best practice in promoting workers’ welfare while supporting human and social development in Qatar.

The role will be responsible for all aspects of Workers Welfare (WW) Health and Safety (H&S) across the Project Sites and Accommodation Facilities. The H&S Senior Manager will also develop, manage and actively maintain best-in-class policies, guidelines, codes and standards for H&S requirements as included within the organisation's WW Standards.

Key responsibilities:
- Maintain, update and manage the H&S elements of the organisation's WW Standards.
- Remain up-to-date on latest WW H&S procedures, announcements, and directives.
- Provide training to Contractors and Subcontractors on H&S elements of the WW Standards and other audit and reporting systems.
- Assist in designing changes and testing of new H&S system features.
- Ensure Contractor and Subcontractor compliance with system and process requirements.
- Conduct H&S audits and inspections at Accommodation facilities based on the WW Standards and based on the outputs from the H&S system.
- Assist in conducting WW H&S site audits and act as the main point of contact with the Technical Delivery Office HSE team.
- Support the Procurement Procedures & Audit Process including Pre-Tender related to WW Standards.
- Coordinate with WW Officers on incident notification process and provide training/awareness sessions on incident and crisis management.
- Manage and coordinate the investigation of serious H&S incidents at Accommodation facilities to determine root cause and the appropriate corrective actions to prevent reoccurrences.
- Act as the focal point for Crisis Management at all Accommodation facilities.
- Provide clear guidelines to Contractors on the implementation of the WW Standards in relation to H&S.
- Develop crisis management capabilities for Accommodation facilities by designing a multi-party crisis management structure and building up the Crisis Management Plan.
- Oversee the implementation of crisis management capabilities such as deploying crisis tools/facilities and establishing response strategies and tactics.
- Set up and execute an ongoing exercising and testing program for response plans.
- Maintain and update business continuity and crisis management components - as required - through following a maintenance schedule; ensuring their continued suitability and applicability.
- Handle the control of documents and management of records and processes, which control the development, distribution, dissemination, retrieval and archival of the response plans.
- Represent the WW Division at external monthly Health, Safety, Security and Environment meetings.
- Develop and maintain good working relationships with relevant external security vendors, occupational H&S agencies, Contractors, and appropriate organisations.
- Promote safe practices at the workplace, accommodation and increase safety awareness.
- Maintain contact with external stakeholders on potential issues and preventive measures.
- Maintain proper documentation and record keeping for relevant data and information.
- Perform any other duties assigned by the supervisor directly related or relevant to the job.

Requirements

- University graduate in any subject , background in HSSE is preferred
- Post graduate certifications related to the function of HSSE is preferred
- Minimum 15 years of experience in health and safety related roles with at least 5 years in a supervisory or managerial role.
- Good understanding of H&S regulations in Qatar is an advantage.
- Experience in handling H&S at multiple locations and setting HSSE Policies & Procedures.
- Excellent communication, interpersonal and people management skills.
- Knowledge of Arabic is an advantage.
- Experience of working in the region and knowledge of local culture will be an added benefit.
- High attention to detail and accuracy.
- Track record of maintaining confidential and sensitive information.
- Problem-solving abilities.
- Flexibility and a related ability to work autonomously.
- A team player willing to work on tight timelines and pitch in when needed.
- A positive attitude, patience and persistence, especially when dealing with various internal and external stakeholders.
