Chemicals Engineer (Feedstock & Product Supply Chain & Logistics Specialist)

Job Overview
As a recognized company expert in the chemical business, IK Liquids to Chemicals Development Admin Area is developing the production, shipping and marketing of refined products, chemical liquids and chemical solids as an alternative route-to-market for our oil and gas resources. Feedstock & Product Supply Chain & Logistics Specialist is responsible to developing and implementing a comprehensive supply chain strategy for one or more integrated refinery and petrochemical complexes, acts as technical consultant and subject matter expert in supply chain management and logistics and lead development of supply chain strategy, including Solis and Liquid chemicals products packaging, storing & transportation infrastructure development by 3rd party, finalizing operation & maintenance service providers, channels-to-market, capital investment, and sourcing decisions.

Duties and Responsibilities
• Developing and implementing a comprehensive Feedstocks & Products supply chain strategy for one or more integrated refinery and petrochemical Green field & Brown field complexes.
• Reviewing plans/deliverables for new integrated refinery and petrochemical projects to ensure that they comply with Company Standards and Regulations as well as industry codes related to supply chain management and logistics.
• Acts as technical consultant and subject matter expert in Feedstocks and Products supply chain management and logistics.
• Lead the Feedstock & Products supply chain aspects of prefeasibility/feasibility studies as well as pre-FEED/FEED design phases for refinery and petrochemical projects. Participating in EPC studies for refinery and petrochemical projects.
• Developing Philosophies for OSBL/ISBL Interconnecting Pipelines for the products and feedstocks from marine terminal to the refinery and petrochemical facilities and vice versa including cross-country pipelines (e.g. Ethane, Crude, etc.)
• Developing Philosophies for Solid products (e.g. Polymers) Logistics from manufacturing unit to customers including but not limited to Packaging, warehousing, transportation etc.
• Develop, review, and analyze Technical & Functional reviews and engineering documents related to Feedstock & Product supply chain and logistics for refineries and petrochemical complexes such as, but not limited to, marine terminals, jetties, berths, logistics hubs, liquids and solids handling centers, in-bound and out-bound pipelines to and from the facilities, rail/road systems to transport products to the marine, warehouses, packaging, etc.
• Develop and negotiate 3rd party Memorandum of Understanding (MOU) agreements, supply agreements, joint development agreements, definitive agreements, and other commercial aspects for supply chain systems (e.g. sourcing of raw materials/chemicals, multi-logistics hub, centralized refined and chemicals storage tanks, containers import/export facility, bulk marine import/export facility etc.) of refinery and petrochemical projects.
• Lead commercial negotiations and projects development for 3rd party supply chain and logistics projects executed using 3rd party business models such as Build/Own/Operate (BOO), Build/Own/Operate/Transfer (BOOT), etc.
• Develop timelines, track, and drive 3rd party developed packages towards successful completion of projects.
• Run end to end supply chain assessment to ensure smooth delivery of finished products Solids & Liquid Chemicals from source to destination.
• Work with projects team, Contracts and manufacturing team to determine best vendors and distributors for sourcing raw materials to the facilities and supply chain elements such as marine terminal, logistics hub, etc.
• Coordinate with product off takers to understand market supply and demand for solids & liquid chemical products produced from the facilities.
• Identify, assess and optimize the material flow and risk trade-offs across the supply chain at a tactical or strategic level (inventory, purchasing costs, production costs, logistics costs, product quality, asset utilization, productivity and customer service).
• Test supply chain design scenarios, process variability and trade-offs through simulation modelling techniques.
• Develop Feedstock and Products supply chain procedures, including inventory management, warehousing, automation, systems integration, and distribution.
• Collecting and interpreting analytical and performance data to determine supply chain KPIs.
• Daily Interaction with different Organizations to interpret, analyze, and act on their needs and requirements related to the Feedstock, Raw Materials and Products supply chain & Logistics management, pipelines systems and infrastructure.

Requirements

Minimum Requirements
• Supply Chain or Engineering discipline (chemical engineering or mechanical engineering)
• At 15 years, in the refining and petrochemical industry. Knowledge in refining and petrochemical Feedstock & Products Supply Chain and Logistics processes and their associated infrastructure, utilities and services.
• Possesses excellent communication skills (strong English language, preferably other languages too)
• Excellent negotiation skills and strong commercial/business acumen. Experience in commercial negotiations and projects development for 3rd party business model projects such as Build/Own/Operate (BOO), Build/Own/Operate/Transfer (BOOT), etc.
• Strong knowledge on Feedstock & Product supply chain operation and management in refineries and petrochemical complexes such as, but not limited to, marine terminals, jetties, berths, logistics hubs, liquids and solids handling centers, in-bound and out-bound pipelines to and from the facilities, rail systems to transport products to the marine, trucking, products handling in terms of intermediate storage tanks, warehouses, packaging, extrusion, etc. and others.
• Experience in participating in prefeasibility/feasibility studies as well as pre-FEED/FEED design phases for refinery and petrochemical projects. Experience in participating in EPC studies for refinery and petrochemical projects.
• Possesses strong commercial/business experience. Experience in negotiating 3rd party Memorandum of Understanding (MOU) agreements, supply agreements, joint development agreements, definitive agreements, and other commercial aspects for supply chain systems and logistics, utility systems and infrastructure of refinery and petrochemical projects.
• Have knowledge on the market supply and demand of major refined and petrochemical products and their target destination abroad and final uses and applications.
