The Cost Estimate & Optimization Section Head position presents an exciting opportunity to take on a senior leadership role in the Centre of Excellence, the main driver of value creation through technical excellence. A pivotal role in driving strong cost estimation, analysis and optimization to prevent cost escalations across various different real estate projects.

Our client is a Government Entity looking after various different real estate projects across Saudi Arabia.
Description
• Build and manage team to drive cost management and optimization for the real estate portfolio, building the right foundations, accelerating with digital processes, and enabling with AI, to drive rapid and sustained impact
• Identify best practices on costing (incl. on technical guidelines, tools, templates and procedures), distil them into guidelines and share them across teams
• Provide key assumptions (e.g., CapEx) and support in preparation and/or review of budgets, estimates, business and cost plans
• Monitor actual spending vs. budget, analyze possible deviations and provide potential remediation actions, based on data provided by Planning and Monitoring
• Review bids and proposals, also analyze potential discrepancies with guidelines and assumptions
• Consolidate data from portfolio and external sources to create a construction cost database and issue quarterly Cost Benchmark Reports
• Develop and maintain Tender Price Index, Building Material Cost Index, Material Prices Databases and Construction Price Index for alignment with construction market
• Develop the budgeting guidelines for projects during the different phase
• Create a database of cost optimization levers with estimated impacts and support projects in identifying and implementing them

Requirements
• A professional within cost with at least 15-20 years of experience, preferably with regional exposure.
• Past experiences in large construction-related/strategic consultant or development company is essential.
• Success in leveraging digital and AI in the construction cost management space.
Below certifications would be a benefit in addition to proven experience of managing large and complex real estate construction projects from a cost perspective:
• ICEAA's Professional Cost Estimator/ Analyst (PCEA®)
• AACE's Certified Estimating Professional (CEP)
• ASPE's Certified Professional Estimator (CPE)
• ICEAA's Certified Cost Estimator/ Analyst (CCEA®)
