To support the company business plan (residential, hospitality, support retail & leisure, pricing & research, initiatives) in the execution of the respective development plans with respect to all registered projects for Rafal. The Development Manager will be responsible for the coordination of the planning, development and delivery of his assigned projects. This role includes assembling and leading complex teams of designers, developers and construction professionals through the life cycle of the project. Continuous alignment of the design and development financial objectives will be key, along with the ability to meet company sales and leasing objectives.

• Responsible for managing project developments (potentially multiple projects, depending of scale of projects) within the company from start to finish including commercial management, project management, as well as managing necessary stakeholders to ensure projects are completed on time, within budget and to the approved quality. you would also be required to participate, on a need basis, in providing relevant inputs during project identification / evaluation and/ or during evaluation of business development opportunities.
• Provide technical assistance regarding various local, state and national affordable housing programs
• Leasing, partnership negotiations, architecture, construction contract s and all other legal aspects.
• Identify partnership opportunities to support the company’s strategic priorities on projects
• Support identification of potential new projects which can be undertaken by the company
• Develop business case for identified projects in consultation with Head – Finance & Legal, Head – Project Services and Head – Strategy
• Lead local negotiations with potential partners for ongoing developments
• Monitor day-to-day relationships with partners for ongoing developments, and establish metrics to analyze and track performance of partners
• Monitor necessary coordination to manage project sites and logistics, project documentation, project cost and working capital management, and other elements of project management
• Ensure projects are delivered on time, within budget and to the approved quality
• Coordinate induction of facility management services around the newly developed facilities prior to commissioning
• Ensure that knowledge management database is updated regularly with all accurate and relevant information
• Ensure adherence to Quality and Safety, Health and Environment (QSHE) standards
• Ensures that each project is tracked in terms of schedule, budget, feasibility and client signoffs.
• Manages projects through the entire development process from site identification through lease-up with minimal supervision from the Director of Development.
• Responsibilities include market research, proforma development, site acquisition, municipal presentations, project entitlements, financing and tax credit applications, closing and underwriting process, and general development oversight.
• Responsible for focusing on delivery of construction related projects in accordance with the organisation's timetable and requirements.
• Responsible for ensuring successful delivery
• Position would be acting as a bridge between the investors and projects from idea inception, undertaking the feasibility studies and costing scenarios, overseeing the development and identifying the best option post-development.
• Undertake detailed development appraisal work to establish project feasibility and profitability
• Encouraged to oversee the initial appointment and active management of the design and development team for each project
• Responsible of managing schemes and development opportunities through the development cycle from early acquisitions, feasibility stages, planning and design through to (technical) project delivery.
• Monitoring marketing portals for potential site acquisitions.
• Undertaking market research to feed into development model.
• Reviewing planning policy where necessary to feed into the appraisal process.
• Undertaking forensic due-diligence to contribute to the land acquisition process.
• Attending site visits where necessary.
• Tracking key data (i.e. construction costs, transactions etc.) that influences investment decisions.
• At all times to give a good service and impression of the company to outside parties and professionals.
• Working with the project team in order to optimise and enhance the value of existing projects.
• Liaising with architects, technical consultants, local authorities, local residents and all levels of management.
• Help formulate and implement strategies and tactics for chapter fundraising and development activities to sustain continued growth, maximum penetration of core market areas and opportunities for expansion where appropriate.
• Manage and maintain accurate and complete financial records for each event. Submit reports to the CDO. Work closely with Accounts team to manage financial records. Ensure that the logistics and budget/timelines are met for each applicable event
• Know and understand all facets of the Development Group 's existing market-rate and affordable housing projects; manage project managers and projects so that they are completed on time and on budget
• Manage and coordinate the design, development and finance related work of multi-disciplinary teams of consultants during pre-development and construction.
• Analyze project financial feasibility and evaluate ongoing project financial performance, including the development and maintenance of complex multi-phase proformas and budgets. Deal structures may include affordable, market-rate, or commercial components and rely on both public and private sources, so the ability to research and test different financing strategies is key.
• Managing the site preparation process to begin development.
• Highlighting outstanding items to be done (from site acquisitions through to completion).
• Attending Design Team Meetings and taking notes.
• Liaising with consultants and preparing documentation for statutory notifications for review and submission.
• Managing processes such as statutory disconnections to get site ready for construction.
• Monitoring project progress, timescales and milestone dates.
• Undertaking proactive management of project duties in accordance with timelines.


• Bachelor’s in architecture/ civil engineering/ project management and Master degree land development / construction management / a land-related professional discipline and Business / Financial discipline
• An established record of success as a project leader, having completed at least three substantial development projects, including significant experience with for-sale housing and condos, and demonstrated ability to lead complex public/private development partnerships. Experience with mixed-use, retail and office projects also preferred.
• Thorough understanding of affordable housing development projects, including overall deal structuring, land planning, the entitlement process, finance, design and construction management.
• Excellent communication skills (oral and written), and the ability to represent the company to a broad spectrum of audiences and environments.
• Understanding of community redevelopment.
• Knowledge of Smart Growth principles and green building.

• High degree of facility with the English language
• Knowledge of the region, understanding of laws regarding real estate and investment is considered a plus
