Saudi Arabian Bechtel Company will provide project management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia.

NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders and companies will come to research, incubate and commercialize new technologies and enterprises in groundbreaking ways.

NEOM Regional Infrastructure’s program is divided into four delivery teams. Delivery areas include water transmission, water storage, water support structures, new road corridors, improving existing road facilities, intersections, interchanges, new camp facilities and the enhancement of existing camp facilities, landscaping and other types of infrastructure projects.

Position Summary:
• Assigned to the Engineering group to provide functional guidance and direction to project engineering groups namely Water, Roads, Special and Residential Communities (Regional Infrastructure).
• Engineering Director’s position will be reporting to Program Director.
• Provides technical guidance and administrative direction to other engineers and other support groups.
• The successful candidate must have strong organizational and teamwork skills, proven problem-solving abilities, and the desire to innovate designs as well as the work processes.
• Engineering Director will be working with other Senior Engineering positions and will also be responsible for the review of project plans and specifications for constructability, conformance to regulatory agency requirements and productivity improvement.
• Provides consultation and guidance to large and complex project work areas as required.
• Performs duties with a high degree of latitude, exercising independent judgment and reason.

This position is a customer facing position at site as well as coordinating Design Consultant Package Managers to ensure the design packages are completed per the schedule.

Major Responsibilities:
• Provides technical guidance and administrative direction to the engineering team.
• Assist in on-the-job-training of assigned personnel and provide input for their performance evaluations.
• Reviews and implements project plans, standard engineering details and specifications for constructability and conformance to regulatory requirements and productivity improvement.
• Monitors and manages progress of the Lead Designer/Consultants Organization thru various Engineering Managers and Design Managers.
• Recommends and implements changes in design or construction methods where required.
• Advises project team of obvious discrepancies or trends that may be detrimental to the project.
• Sponsors and supports the project schedule and automation development programs related to work execution.
• Reviews essential contractual documents such as Scope of Work, Request for Proposal (RFP) and Information Report.
• Interface with clients and stakeholders to make presentations, define project layout requirements, and obtain contractual and statutory approvals.
• Develops common guidelines and procedures for effective quality assurance/quality control (QA/QC) programs.
• Monitors execution methodology on projects to learn from improvements and to promote continuous improvement.
• Support the creation of a work environment that fosters openness, trust, communication, teamwork, empowerment, innovation, and job satisfaction.
• Assist in on-the-job-training of assigned personnel and provide input for their performance evaluations.

Requirements

• A recognized Bachelor’s/master’s degree in civil or mechanical engineering, from an accredited college or university with a minimum overall experience of 25 years.
• Minimum 15 years’ of progressive experience in Infrastructure projects with a focus on design and construction of water transmission/storage and/or roads.
• Relevant experience in the KSA and MENA region and a sound understanding of the cultural norms and requirements of the region.
• Ability to prepare clear strategic planning procedures and user-friendly templates to assist entities in undertaking forward, strategic planning.
• Broad knowledge of all phases of engineering, field activities, production techniques, building materials, and construction methods for development of various work areas.
• Understands technical issues and cost related to selection of design features and unique engineering design requirements.
• Broad knowledge of building industry, government compliance & regulatory standards and environmental compliance laws and requirements.
• Has experience with engineering work planning, scheduling and cost estimating.
• Experienced with managing knowledge of sustainability and its integration into the design and the construction of various buildings.
• Strong English language communication and report writing skills.
• Must have excellent interpersonal skills, be a team player and have a knowledge sharing approach.
• Ability to solve problems by thinking laterally and be able to understand the needs and requirements of the client and various entities – to provide planning / design / feasibility solutions in a multi -disciplinary / multi - sectional context.
• Must be self-driven and able to plan and execute work without direct supervision from senior management and/or peers.
• Must be flexible and adapt to working in a demanding PMO environment, including the need to travel and work remotely if / when required.
