Procurement Engineer

Job description / Role

• According to the procurement plan and departmental division of labor, docking technical specifications or technical parameter requirements with the equipment department/engineering department/production department/integrated management department, and preparing all kinds of bidding/quotation documents, budgets and bid evaluation rules and other pre-bidding information;
• Participate in the technical department and the supplier's pre-communication, according to the need to develop supplementary suppliers;
• Organize supplier inspection, organize the preparation of supplier inspection report and scoring sheet; urge the new suppliers in charge of the registration procedures for the database;
• Participate in pre-bid information evaluation meeting, according to the bidding documents on supplier qualifications and performance requirements, review the list of invited bidding units, submit bidding applications (confidential EC, non-confidential SAP);
• Participate in the bidding, act as a business evaluation committee, write the business evaluation report and the price reasonableness analysis part of the comprehensive bid evaluation report, and write the finalization report;
• Drafting the contract text after finalizing the bid, confirming the contract terms with suppliers, applying for printing and mailing the contract;
• Establish the procurement work account, responsible for reminding the delivery, invoice receipts timely transfer to the contract administrator;
• Participate in the acceptance of equipment, coordinate and deal with all kinds of problems in the acceptance process;
• To handle the entry of system data related to this post, to ensure accuracy and timeliness; to complete other matters assigned by the leadership.

Requirements

• Bachelor's degree or above, majoring in equipment or related technology, business administration, economics or other related fields.
• More than three years' experience in material procurement, familiar with the main technical parameters, cost components, price reasonableness analysis of the procured materials, rich experience in contract negotiation and signing, and preferably with all kinds of local supplier resources.
• Good coordination and communication skills.
• Good teamwork ability.
• With fluent English communication skills, ability of speaking Chinese is preferred.
