Employment: Full Time

Job Purpose & Scope:

• Provide leadership, supervision, and coordination to Procurement staff.
• Coordinate and supervise the procurement aspects of the Saudi Aramco Onshore Capital Projects to ensure that objectives are met within the approved Project scope, budget, and schedule.
• Supervise, oversee and coordinate regular and timely reviews of Procurement related deliverables developed by engineering consultants/contractors.
• Closely interface with Company departments, co-ordinate and interface with other Technical Departments, Business Units, Operations, and Contractors to resolve Procurement issues.
• Develops and approves Procurement procedures for assigned Saudi Aramco Onshore Capital Projects, monitors cost control budgets, monitors progress on purchase orders, tracks actual expenditures and develops forecasts.

Job Description:

• Support the project teams in the development of Materials Procurement Strategy and Materials Procurement Plan and in the execution of the plan outlined in the strategy
• Ensures that projects has adequate materials and equipment to support business objectives, plans and ongoing projects
• Evaluates suppliers in order to find the best deals possible on goods that are needed for business operations
• Performs regular reviews, updates and adjustments to the Procurement Strategy and Plan, contract management requirements and supplier relationship management
• Responsible for building the procurement negotiation plans for approval and be able to support and lead during negotiations
• Identify business value and agreement rationalization opportunities
• Ensure transnational efficiency of agreements (enterprise resource planning friendly agreements)
• Compliance with Saudi Aramco Policies, Manuals, Procedures, Standards and related instructions/guidelines.
• Manage procurement transactions to ensure efficient transaction process, records and inventories
• Develop and manage supplier relationships
• Provide contract negotiation, administration and consultation services
• Provide procurement resource expertise, guidance and consultation relating to procurement technology, tools, competitive bid processes, product and market research
• Ensures that products and orders are delivered in a timely manner and that the quality of the goods received are as per required specifications
• Negotiates with contractors on price, mode of shipping, and delivery time
• Orders goods such as office supplies on a continuing basis in order to maintain certain inventory levels
• Checks invoices for accuracy and recommends payment authorization
• Resolve non-conforming procurement issues
• Evaluates the performance of certain vendors based on standard performance criteria in order to decide whether or not to continue buying from them
• Anticipate procurement related risks and recommend risk control measures as necessary and on a timely manner
• Maintain an efficient tracking system of all procurement transactions, inventories and procurement costs
• Prepares weekly, monthly, quarterly and ad hoc reports to management.

Requirements

Organizational Relationships (Work Contacts)

• Report directly to Design Coordinator, and provide support to Project Managers and Engineers within the Saudi Aramco Onshore Capital Projects Management Team organization.
• Interface with Managers, Team Leaders and Engineers in Company's Technical Departments, Business Units, Operations Units, and Logistics Department.
• Interface regularly with Contractor’s Engineering and Project Management team and Team Leaders as and when required.

Independence of Operations and Decision-making Authority:

• Responsible for influencing, coordinating, and managing all Procurement related activities.
• Sponsor of Procurement reviews and studies and also responsible for ensuring Procurement reviews and studies receive the appropriate Procurement related input.

Minimum Requirements:

• Bachelor of Science degree or equivalent.
• Minimum of 12 years of relevant experience in oil and gas industry with comprehensive experience in Procurement and associated activities.
• 5 years Owner’s experience with NOC/IOC/PMC/PMT organizations.
• Excellent written and verbal communication skills.
• Excellent technical team and interpersonal skills.
• Experience and detailed knowledge of relevant international codes and standards.
• Knowledge of Procurement computer programs and general business software.
• Ability to make independent decisions in the planning, organizing and coordinating to develop solutions to complex problems.
• Competence and ability to lead a team of Procurement specialists and provide Procurement support.
• Experience with contractors and worldwide suppliers, in particular those involved in the construction of major oil and gas facilities.
• Analytical and Negotiating skills to determine the best deals for the Client and ability to evaluate the many pros and cons, based on price, quality, speed of delivery and other factors.
• Supply Chain Management professional membership/certification or RICS qualified is preferred.
