Objectives

The Programme Manager, reporting to the PMO Director, will be accountable for delivering the programme business results within time, budget, scope and quality. This is a complex and high profile programme with many stakeholders. You will be responsible for managing and implementing all aspects of business and technical changes through the lifecycle of the programme. You will be responsible for regular and effective communication with key stakeholders to report progress, resolve issues and mitigate risks where necessary. You will be required to matrix manage teams to ensure delivery against exacting quality and time pressures, managing conflicting priorities.

Main responsibilities

• Assist the PMO Director to implement the overall TETRA programme, including the programme plan and inter dependencies.
• Matrix manage multi-disciplinary teams to deliver the programme against agreed success factors.
• Work with Functional managers to ensure supplier relationships are maximised to ensure effective delivery across the programme.
• Manage and resolve escalations and provide effective support to the PMO Director
• Assist the PMO Director to ensure the programme workstreams are effectively defined and planned and aligned to the overall programme.
• Assist the PMO Director to manage the key interdependencies within the programme and those external to the programme.
• Manage changes in programme direction, scope, costs and timing.
• Provide direction for all programme level risks and issues.
• Assist the PMO Director to define, implement and manage the programme governance to ensure effective reporting and communications are in place. Ensure feedback from Quality audits is properly addressed and corrective actions implemented.
• Review processes and re-engineer to ensure efficiencies
• Assist the PMO Director to analyse programme reporting and other issues that may arise and providing recommended solutions, to ensure effective governance and control.
• Liaise with PMO Director to agree list of priorities and manage each to timely conclusion.
• Manage stakeholders, both internal and external, including suppliers and MoI to ensure timely delivery.
• Review and propose reports for PMO Director to submit to NASCO management.
• Assist the PMO Director to develop budgetary controls for the programme in liaison with Finance

Authority Levels

• Seek direction from PMO Director as and when required.
• Budgetary authorisations will be allocated as required.

Requirements

Experience and Qualifications

• 6-8 years of project management experience gained in a related field, with at least 3 years as a programme manager with successful delivery of complex programmes.
• PMP certified or alternative senior level recognised project management certification
• First degree in engineering discipline
