Employment: Full Time

SUMMARY:

The Quality Manager is responsible for:

• Overall monitoring and direction of the Quality Management System (establishment, maintenance, recording and reporting) for the project on behalf of the PMCM and providing quality management guidance and direction to the Program Team, Supervision Consultants, other Consultants and Contractors.
• In consultation with operations and technical staff, develop and implement a Program-specific Quality Management Plan. In addition document quality management systems, policies and procedures for the planning and execution of projects.
• Implementation of the Quality Management System, including initial and ongoing training.
• Coordination with other functional managers to ensure correct implementation of the Quality Management System, including operational procedures and requirements, including compliance activities.
• Review and monitor the appropriateness of the Quality Management System and recommend improvements.

DUTIES & RESPONSIBILITIES:

• Establish, review; upgrade and implementation of the Quality Management System integrated with program control, operations and commercial procedures of the Program.
• Interface as required with the IT and other such Specialists in order to ensure that the Program Information System is compatible with and supports the Quality Management System.
• Develop, review and transmit regular status reports.
• Coordination with other functional managers to ensure correct implementation of quality management procedures and requirements.
• Review and monitor appropriateness of Quality Management System. Recommend improvements and if approved document and implement changes.
• Define requirements for Consultant and Contractor quality management plans.
• Review Consultant and Contractor Quality Management Plans for contractual compliance and compatibility with Program Quality Management System.
• Monitor compliance and effectiveness of Consultant and Contractor Quality Management Plans.
• Manage a small team of assigned QA staff.
• Review the knowledge, skills and competencies of Program Team in relation to the Program Quality Management System and develop and implement appropriate training plans and professional development activities.

Requirements

EDUCATION:

• Bachelor’s degree in related subject and/or Masters degree, Project Management Professional certification highly desirable.

EXPERIENCE:

• 15 years of related experience in construction project development and delivery, with quality management experience on mega projects. Quality Management systems or Quality Assurance/Quality Control experience essential.

SUPERVISORY SKILLS:

• The ability to supervise a small number of staff is essential.

OTHER SKILLS & ABILITIES:

• ISO9000 Auditor or Internal Auditor Qualification
• Thorough knowledge of construction practices, economic principles, international codes, standards, procedures and specifications
• Advanced knowledge of ISO9000 standard
• Knowledge of Environmental, Health and Safety principles
• Knowledge of engineering, procurement and construction cycle and understanding of construction sequencing, means, and methods
• Field construction experience desirable
• Strong technical, procedure and report writing skills
• Ability to collate information accurately
• Ability to multi-task
• Proficiency in reporting techniques
• Strong computer skills
• Training and mentoring skills desirable
• Self-starter, pro-active and self driven
• Excellent communication, interpersonal and organizational skills
• Excellent time management and prioritization and able to meet delivery targets
• Able to interface with both clients and other stakeholders at all levels
• Build successful working relationships with other members of the team
