Employment: Full Time

The Senior Contracts Specialist holds the responsibility to assists the Contracts Manager in the managing contracts and ongoing relationships with contractors as well as the management and supervision of a contract team and the delegating of tasks accordingly. Financial budget supervision and ensuring the cost-effectiveness and value for money of contracts are other key tasks.

As part of the Head office team, the incumbent also holds the responsibility of setting, implementing, monitoring, and reporting of all required management reports and KPIs for his department in accordance to the program's procedures

Responsibilities

- Negotiate with contractors to draw up procurement contracts: Negotiate, administer, extend, terminate, and renegotiate contract with the direction of the Contract Manager.
- Direct and coordinate activities of workers engaged in formulating bid proposals.
- Evaluate or monitor contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations.
- Approve or reject requests for deviations from contract specifications and delivery schedules.
- Arbitrate claims or complaints occurring in performance of contracts.
- Analyze price proposals, financial reports, and other data to determine reasonableness of prices.
- May negotiate collective bargaining agreements.
- Supervise the review of variation orders, extension of time, claims etc.
- Work closely with senior managers across the PMC.
- May serve as liaison officer to ensure fulfillment of obligations by contractors.

Requirements

Qualifications

- Bachelors or master's degree in Engineering from an internationally recognized university.
- Not less than 15 years of experience in and a strong track record of contracts management, contractual commitment analysis, auditing dues and claims, studying change orders.
- Membership of an internationally recognized contracts management body is preferred. Fluency in the English and Arabic language is mandatory
