Senior Procurement Manager

THE ROLE

Reporting to the Procurement Director, responsible for managing the procurement process of Consultants/Contractors including SOI/PQQ, tender production, tender queries, evaluation process, writing award recommendation reports and LOA/Contract preparation.

The project is a major infrastructure programme for a mixed-use development aiming to be a global landmark recognized for its unique vision and position as an authentic destination in Riyadh. The community will be a distinct, self-sustaining hub for Riyadh offering several iconic assets. KBR will provide Project Management Consultancy services in project planning, controls, design and engineering management, and implementation of the development and early works packages.

MAIN RESPONSIBILITIES
- Prepare SOI and PQQ documentation with support from technical team.
- Production of tender documentation
- Production of Tender Addendums and tender query responses
- Manages the technical and commercial evaluation process for all tendered projects in the Programme.
- Manages the delivery of the evaluation reports within the agreed time.
- Produce the written award recommendation report and associated documents for representation to the client.
- Produce Letter of Award and Agreements/Contract documents
- Ensure project objectives and goals are met on time, in an ethical manner always, and in accordance with project procedures and processes.

Requirements

EXPERIENCE, SKILLS AND KNOWLEDGE
- BSc construction management, engineering,
- Required professional memberships and charterships required (MCIPS required).
- Minimum overall relevant experience 15 years.
- Minimum relevant experience in the role projects 5 years.
- Minimum Regional Experience 5 years.
- Sound knowledge of commercial aspects of major civil & infrastructure projects including roads, bridges, and utilities with significant experience in procurement and contract management of such projects.
- Experience in writing technical and commercial evaluation reports.
- Sound experience of delivering tender recommendations, challenging conclusions from internal and external departments and challenging procurement schedule to hit key dates.
- Experience in managing direct reports
- Experienced user of MS Office and understanding of project management software.
- Membership of a recognised International Professional Body e.g., MRICS, CIPS, MICE or equivalent procurement bodies.
- Experience in international contracting mechanisms including FIDIC, NCE.
- Fluency in English language both written and spoken.
