Employment: Full Time

A Senior Estimation and Tendering Engineer specialising in MEP works with proven history of delivering for PPP projects. With a focus in Electrical works including EVP and/or ICT, will be responsible to lead and analyse reports, bids and tenders.

The client is a leading Contracting company with diverse operations and specialised teams, working across the KSA market to deliver private and governmental projects.

Description

* Study, analyze, and evaluate tender documents for MEP Works including ICT/ELV works in order to identify risk factors and coordinate with the line manager for the overall risk assessment and bid decision.
* Lead and manage to develop high-quality submissions, including client pre-qualifications, presentations, and associated documents
* Enquire, consult and coordinate with client / his representatives for specification/ clarifications required for tenders and proposals.
* Present aspects related to tenders (risk factors, bid decisions, all issues and concerns related to tenders during monthly management meetings.
* Prepare technical and commercial proposal as per RFP requirements like Tender Executive Summary, Company Introduction, Tender Organization Chart, Methodology statement for MEP works, ICT/ELV Works, Mobilization, Manpower/Resource Histogram, Testing and Commissioning Plan, Quality Management, Health & Safety, Sustainability, etc.
* Solicit and follow-up with required special services providers, equipment's manufacturers, and material suppliers during tendering as per RFP requirements in order to reach cost efficiency.
* Review and finalize project cost estimates in terms of the required material as per bill of quantities (BOQ), amount of work, material/ equipment/ and manpower requirements during the tendering phase; this includes all systems, products and services to client specifications/ requirements as per RFP.
* Estimate required manpower, spare parts and consumables for Hard and Soft Services as per RFP.
* Finalise estimation and consolidates cost sheet & tender documents for management review and approval.
* Provide all the necessary project clarifications/ information upon project award to the SPV as per the project budget; advises the SPV on contractual rights, remedies which has been taken into consideration during tendering.
* Generates weekly and monthly status reports of tender's progress/wins/ losses (indicating reasons) to the Management for review and verification of management.
* Support the PPP Unit in Technical and Commercial aspects of PPP tenders.
* Evaluate bids from all EPC/FM sources, suppliers and subcontractors, review contracts, and negotiate terms and conditions.
* Assist in the appointment of Transaction Advisors and check accuracy of information provided and evaluate capacity of the parties to successfully implement the proposed project
* Provide guidance to Bid team and make recommendations to improve the proposals, where needed
* Assist in preparing and submit recommendations on PPP projects to the Bid Manager.
* Liaise with PPP Unit legal and financial advisors for each application and coordinate their inputs into the Client proposal.
* Monitor and report internally on the progress of each assigned project

Requirements

The successful candidate will come with the following:

* Bachelor's and Master's degree in Electrical Engineering or related disciplines.
* Preferably have MRICS or equivalent
* A minimum of 15 years proven experience in PPP projects or large-scale projects in the Gulf Region.
* Experience in using estimation soft wares such as CandyCCS.
* Must have experience in Cost Plans/Appraisals preparations.
* Must be able to analyse and solve complex problems
* Strong communication and interpersonal skills with a personable personality.
* Prior experience in working independently and collaborating with the team.
