Overview

We are seeking an experienced professional Supervisor Project Engineer (known in the industry as Project Manager) who worked heavily in managing and executing capital projects in Refining and Petrochemicals industries to join the SAMREF Project of Liquid to Chemicals Project Management.

The Project executes an integrated scope of Residue Upgrade Complex and a world-scale Mixed Feed Steam Cracker alongside downstream petrochemical units in Yanbu to convert low value bottom-of-the-barrel Fuel Oil produced at SAMREF Refinery into more valuable premium products and further into petrochemicals.

The Supervisor Project Engineer primary role is to lead and manage a unit with several project engineers and site superintendents in charge of executing capital projects. The Supervisor Project Engineer role also involves managing the business aspects of the unit consisting of but not limited to HR, training, cost control, schedule control, cybersecurity requirements and manpower planning. Ensure that the engineering design, procurement, construction and project completion is done in compliance with the project objectives, standards and procedures, and contractual requirements.

Duties and responsibilities

You will be required to perform the following:

Lead the execution of capital projects according to the scope, schedule and budget.

Manage the team under the unit in executing the projects and provide guidance and directives to ensure successful completion of the project.

Leverage expertise in Refining and Petrochemical projects and provide the appropriate actions for the team to follow in all phases of the project.

Provide the technical and project management oversight to the design, construction, pre-commissioning, commissioning, startup of facilities, and close out of projects.

Responsible for project development: engineering studies, licensors selection, technical bid reviews, preliminary engineering, detail design, materials procurement, construction, pre-commissioning, handover, commissioning, startup, and close out.

Ensure timely resolution of project issues arising in all phases of the project development and safety measures are implemented in the projects' execution.

Implement company initiatives in projects and business processes under the organization.

Be fully familiar with company Key Performance Indices (KPIs) and achieve them for projects under the organization.

Forecast and plan for changes in project scope, timing or costs; prepare documentation and obtain management approval.

Negotiate agreements and change orders with design and execution contractors.

Guide and direct team members in the application of Aramco standards. Assure that variances from standards are minimized.

Provide input to the weekly and monthly reports on the status and progress of the contracts, including project costs and schedule. Attend project meetings e.g. progress, stakeholders, design review, value improvement, etc.

Assess project schedule, coordinate and monitor the assigned project progress and challenge below per performance of the contractor.

Understand contract documents (inclusive of appendices, drawings and specifications), project execution plan, interface management, change management, construction sequencing, standards specifications and project schedule to support project manager and/or company representative in timely completion of projects.

Uphold engineering ethics and maintain high standards of professional behavior and conduct.

Requirements

Minimum requirements

As the successful candidate you will hold a Bachelor's degree in Engineering from a recognized and approved program. An advanced degree is preferred.

As a successful candidate you should have at least Fifteen years of experience in project management field executing capital projects in Refining and Petrochemical industries, such that the incumbent is clearly recognized as an expert in this field, including at least Seven years' experience as Supervisor Project Engineer or Project Manager in design, construction, pre-commissioning, commissioning, startup, and operation with values ranging from $500MM to $billion.

Experience in Engineering Design & Construction phase with a thorough knowledge of engineering practices and economic principles in the applicable International Codes, Standards and Specifications.

You must have the ability to work in a diverse working environment, with multinational teams, and mobilize to different locations, both domestically and internationally, including remote areas as needed.
