Job Summary
- Key role of cost control in Engineering & Construction project
- Understand variety of the field's concepts, practices, and procedures.
Roles & Responsibilities
- Perform or supervise project/construction cost control activities, develops cost control programs and coordinate integrated cost control activities under standard procedure and system.
- Produce routine project/construction cost and financial reports for submission to field control manager and construction manager.
- Support customer payment application and invoicing process by preparing payment applications accurately and on time
- Verify bottle neck of collecting money and set up resolution.
- Calculate and record cost impact caused by change order.
- Estimate and record the cost of back charge to subcontractors.
- Review whether vendor’s estimation is reasonable and meet SECL’s requirements.
- Interface with accounting, procurement, engineering and other groups where necessary for the implementation of common cost coding and work breakdown structure across the project.
- Perform basic project/construction cost control activities in accordance with approved procedure.
- Receive and check subcontractor’s invoices.
- Research material price and cost of subcontractor tendency.
- Assist to produce cost report.
- Organize change order history to analyze cost impact.
- Receive vendor’s estimation.
- Collect manpower, work volume and schedule to estimate cost effectively.
- SAP operation (V/O,P/R, P/O Creation, Invoice Posting, Bond Registration).
- Receive and Check Materials, Services, Rental Manpower & Equipment invoices.
- Prepare Construction 3vmonths Cash flow forecast.
- Cube MDG Operation (Vendor Registration).
- Review and check Monthly Progress Payment Certificate of the Subcontractors in accordance with Subcontract BOQ (Bill of Quantity and Rates).
- To develop the contractual requirements relating to cost control & estimation, invoicing of payment & variations to be stipulated in the agreements.
- Monitor, for subcontracts and other significant items, progress and the value of work done.
- Liaise with EPC and Installation functions, to maintain awareness of project/construction activities and their impact on the project/construction budget, schedule and cost forecast
- Preparation of client invoice.
- Analyze committed costs and activities to-date (actual vs budget performance and productivity).
- Review monthly the forecasts to complete, any deviation from baselines and the effect of the corrective actions taken by PM/CM.
- Preferred "Joint Venture Projects Cost Control Experience for the megasize Oil and Gas Hydrocarbon Projects"
Experience
- In cost control
- Project based cost control experience gained within the Oil and Gas industry or Petrochemical industry

Requirements

Ideal candidate will have :
- Bachelor’s degree in related engineering major is preferred.
- SAP skills
- Intermediate-to-advanced Microsoft Office skills (esp. Microsoft Excel)
- Comprehensive knowledge on overall cost control
- Knowledge in Contract and Subcontracting
- Knowledge in Correspondence such as Letters

- Analytical thinker with demonstrated talent for planning, initializing, and implementing operational procedures and streamlining complex work procedures.
- Technically strong in project cost planning, scheduling. calculation and reporting.
- Review Subcontract Agreement, Purchase Order, Change & Work Orders specially the price and unit rate.
- Operating SAP System and data structure. Team lead and collaborator in any task to be assign
