We are currently seeking for a Public Finance Management (PFM) Expert/Team Leader for our Public Finance Management Reform Project in Tajikistan. The project will provide support to selected areas of PFM reforms (macro-forecasting and fiscal policy formulation, MTEF, Fiscal decentralization, TFEI, monitoring and implementation of PFM reform action plan)

Duties and Responsibilities not limited to:
* Provide strategic and operational management and direction of the project
* Oversee and lead the project Key and Non Key Experts
* Manage and supervise the overall project implementation whilst ensuring high quality technical and financial reporting of the project to all stakeholders.

Requirements

* Master degree in economics/PFM or equivalent.
* Excellent command of English, both spoken and written.
* Knowledge of Russian and/or Tajik is an asset.
* At least 10 years’ experience in Public Financial Management (PFM) with 5 years’ experience in macro-economic modelling and forecasting.
* The incumbent would need to have at least 2 years' experience as team leader or deputy team leader in one or more projects of at least one year duration delivering technical assistance to a Government in the area of PFM.
* Successful implementation shall be proven by a certificate of satisfactory completion of services.
* A personal assessment by the contracting authority of the quality of services rendered as team leader under point 7 is an asset.
* Practical experience in setting up training programmes, preferably in the area of macroeconomic policy and forecasting is an asset.
* Publications in economic journals listed in the SSCI (social science citation index) are an asset. (SSCI journal articles must be identified as such in the CV).
* Experience in EU funded projects is an asset.
* Excellent knowledge of econometrics, software for modelling (Stata, E-Views or equivalent), data sources and data compilation.
