Key purpose
The purpose of this position is to manage and lead all Security Supervisors, and their teams, to provide quality security within Serco Dubai Metro and Tram.

Structure and reporting relationship:
This role will report directly to the Head of Security and will manage the Assistant Security Manager.

Key accountabilities
• Support the Security Manager to implement security policy and plan security systems for Dubai Metro and Tram;
• Manage and supervise the day to day security operations on the Dubai Metro and Tram system;
• Ensure and develop the competence of the Security Supervisors and Security Officers and
• provide additional training and support when necessary;
• Monitor service delivery and manage the Security Supervisors and Security Officers to satisfy the committed performance targets;
• Communicate and report details of incidents, accidents and irregularities;
• Participate in incident/accident management and crisis management;
• Assist to develop and maintain of security procedures and work instructions;
• Cultivate a strong culture of customer service in the Security Department;
• Managing for attendance security staff (Security Supervisor & Security Officers);
• Implementation of Security staff roster according to the company policy;
• Dealing with First Security Group and Dubai Police for day to day issues;
• Briefing all the Security staff regarding safety notices and any amendments in the Security procedures and work instructions;
• Set objectives for Security Supervisors and Security Officers and conduct performance management;
• Assist in incident investigation;
• Participate in managing incident, accident, emergency and crisis;
• Develop, implement and enforce safe methods of work for security operations and related
• Activities;
• Technical, Financial and People Accountabilities
• Meeting the Key Performance Indicators.
• Manage and support Security Supervisor/Officers, ensuring the team is performing to the required standards.
• Recommend and implement improvement measures.
• Ensure that Security standards are set and implemented, and provide assurance of compliance.
• Perform and carry out other duties as directed/instructed by Security Manager

HSQE Responsibilities and Information Security Responsibilities
• To be aware of, and play an active role in the development and implementation of the Integrated
• Management System and the content of the Environment, Quality, Health & Safety and
• Information Security Policy Statements, to ensure that these are implemented within their area of responsibility;
• Understanding of personal responsibilities and contribution, and those of their staff (including
• subcontractors) in achieving compliance with the Integrated Management System and Competence Management System requirements, control measures and legal requirements by contributing to, or leading environmental impacts and aspects assessments, job safety analysis, information security risk assessments and competence assessments within their area of responsibility. Ensure that the results of such assessments are embedded in management systems, that these systems are communicated to those affected. Ensure that staff understand them and the potential consequences of departure from the arrangements in place;
• To exercise a personal duty of care for their own health, safety and welfare and for those affected by the acts or omissions and promote the same within their area of responsibility;
• To use safety equipment (including PPE) as required and intended and observe that this is also enforced within their departments and among subcontractors and third parties working in Serco’s controlled premises/systems;
• Ensure that a good HSQE and Information Security culture is promoted within their departments and among their peers, subcontractors and third parties;
• Lead by example and ensure that ways to conserve energy, water and resources and minimise the generation of waste are identified within their area of responsibility
• Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental;
• Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties;
• Conduct regular reviews on the HSQE and Information Security Performance within their departments and seek ways to continually improve;
• Carry out regular health and safety tours and inspections.

Requirements

Essential qualifications
• Ideally a degree holder or higher diploma of post-secondary education and/or relevant professional qualifications; transportation economics or logistics and business administration or related discipline.

Knowledge
• Higher diploma of post-secondary education and/or relevant professional qualifications.

Skills
• Ability to liaise in a professional and persuasive manner with staff at all levels in the organisation;
• Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies;
• Ability to make calm and sound decisions in emergency and crisis situations.

Experience
• Approximately 5 years of experience in law enforcement, Arms forces or security of which 2 year in management capacity employed in a law enforcement agency, a security services provider;
• Experience and good working comprehension of basic management processes and performance and appraisal management;
• Thorough understanding of security operations systems, processes and associated activities
• such as regulations and civil liability, patrol, access and exit control, fire prevention, emergency response, operation and maintenance of security facilities and equipment;

• Ensure compliance with the Serco Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards
• Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Serco non-disclosure policy
• To exercise personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions; reference SMS GSOP-HSE1-6 Serco organisational HSE responsibilities
• Ensure compliance with all training requirements of Serco and ensure adherence to these requirements at all times whilst in employment
• Report any accidents, incidents, breaches or potential breaches to appropriate management or the speak up process
